| Comments: | According to official documents Paschke was civilly committed as a Sexually Violent Predator on 10/07/1999 in Spokane County Superior Court. He had been held in custody pending the civil commitment process since 04/08/1994. His first conviction for a sexual offense was in Spokane County when he was 15 years old and was the result of him sexually assaulting a known 77 year old female victim on 10/16/1962. Paschke was admitted to Eastern State Hospital and spent one year there. On 03/13/1972 Paschke was convicted in Spokane County Superior Court of one count of Abduction and one count of Carnal Knowledge and was sentenced to 10 and 20 years in prison, respectively. This conviction was the result of Paschke illegally entering a home where the 12 and 15 year old unknown female victims were babysitting. Paschke sexually assaulted both victims. During the assaults Paschke physically assaulted both victims to gain compliance and threatened to kill the children they were babysitting if they did not perform sexual acts. Paschke physically abducted the 12 year old victim and drug her to his residence where he again physically and sexually assaulted her. On 08/02/1979 Paschke pled guilty in Spokane County Superior Court to one count of Second Degree Rape. He was ordered to be evaluated at Eastern State Hospital and was found to be a sexual psychopath. He was placed on five years probation and sent to Eastern State Hospital for treatment. After about one year he refused to continue treatment and was returned to prison. In this case Paschke entered the residence of an unknown 33 year old female through an unlocked bathroom window. He attacked the victim as she slept on the couch. Paschke threatened to kill the victim and sexually assaulted her multiple times. Paschke told the victim he had been watching her for several days. A short time after this offense Paschke was found in a crawl space of a residence by police after the unknown 31 year old female victim reported someone trying to break into her residence. Paschke was then charged with the earlier rape. Paschke has admitted to 12 additional sexual assaults that he has never been charged with. These occurred between 1967 and 1978 and some involved use of weapon (knife) and physical force. Paschke remained in prison until he was paroled on 05/18/1987. Paschke's parole was revoked twice, both including alcohol use and when obscene telephone calls were traced to Paschke's telephone. Paschke told the unknown adult female that he knew where she lived and planned to sexually assault her. This violation was considered pre-rape behavior at the time. Paschke also had a history of making obsene telephone calls to as many as 60 females as a juvenile where he would call and ask the color of their underwear. Paschke has participated in sex offender treatment while civilly committed at the Special Commitment Center at McNeil Island. On 05/13/2003 Paschke was moved to the Secure Community Transition Facility located on McNeil Island. Paschke has continued sex offender treatment and his progress has been described as exceptional. On 07/13/2005 Paschke was released to a Less Restrictive Alterative in Snohomish County. He was returned to the SCTF on 07/15/2005 after a disturbance at his residence involving his approved community monitor. The LRA order was revoked on 08/23/2005 and Paschke was returned to the custody of DSHS. It was noted in the revocation order that while Paschke did not violate any of his conditions of supervision, the loss of his only monitoring adult in the community was a violation and required the revocation. On 06/18/2007 an agreed order was entered in Snohomish County Superior Court that Paschke was to be unconditionally released on 07/18/2007 as Paschke no longer meets the criteria of Sexually Violent Predator. Paschke will not be on active supervision and his only requirement is to register as a sex offender. |
