| Comments: | According to official documents, Bisset sexually assaulted a known 15 year-old female on one occasion on January 19, 1997 and pled guilty to one count of Child Molestation in the 3rd degree. Between September 19, 1994 and February 1, 1997, Bisset repeatedly sexually assaulted a female family member who was between the age of 10 and 14 years old. Bisset was a youth leader of a church in which the victim was a member and assaulted her during a group meeting at the home of one of the members. Bisset touched this 15-year-old victim on her private parts. The victim contacted Bisset on the phone and the court had authorized the recording of the conversation in which Bisset made statements to corroborate the victim's story and attempted to convince the victim not to disclose the molestation. Bisset was then arrested. After his arrest, the victim who was between 10 and 14 years old at the time of her assault indicated that Bisset began molesting her from age 10 until age 14. In both cases, Bisset would touch his victims underneath their clothing for his own sexual needs. Bisset was given a term of 57 months in prison, with credit for time served awaiting sentencing. Bisset was released from prison on 8-8-2000 and was placed in a work release program in Seattle. Bisset was released from this program on 1-18-2001 and registered in Seattle. Bisset moved to Snohomish County on 7-8-02. Bisset is no longer on supervision. |
