| Comments: | Sex offenders have always lived in our communities; but it was not until passage of the community protection act of 1990 (which mandates sex offender registration) that law enforcement even knew where they were living. In many cases, law enforcement is not able to share that information with you. Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated. Further, such abuse could potentially end law enforcement's ability to do community notifications. We believe the only person who wins if community notification ends is the sex offender, since sex offenders drive their power through secrecy. According to official documents, on 3/1/2002, Huestad (age 38) returned home after a night of drinking at a local bar. He noticed a door open in an apartment adjacent to his unit. Mr. Huestad entered the apartment and encountered the victim (age 53), who he did not know.According to the victim, Mr. Huestad had a brief conversation with her and then left. A few minutes later, he returned to the unsecured apartment and located the victim in the bathroom. The victim was sitting down on the toilet when she realized Mr. Huestad was in the bathroom. Huestad demanded she take her pants the rest of the way off and warned her, "I could hurt you bad". The victim refused. Huestad pulled out a large hunting knife and held it to the victim's throat. Mr. Huestad dragged the victim to the bedroom. The victim begged Mr. Huestad to stop and screamed for help. Mr. Huestad forcefully kissed the victim on her lips, put his hand under her shirt, pushed up her bra, and touched her breast. Huestad sexually assaulted the victim.The victim responded by screaming "Rape" and screamed for help even louder. Mr. Huestad said, "Stop. Nobody's going to listen to you anyways". Mr. Huestad put his hand over the victim's mouth and she bit his hand, continued to struggle and attempted to bite his shoulder. Mr. Huestad responded by holding the knife closer to the victim's throat and said, "It won't do any good to scream, nobody will do anything". The victim's screams alerted a neighbor who called 911.When the sheriff's deputy responded to the scene, he found the victim sobbing and dressing herself. Mr. Huestad was found in the apartment and detained. The victim notified the deputy that Huestad sexually assaulted her and that he tossed a knife aside when the deputy announced himself at the scene. The deputy located a large six-inch hunting knife on the floor in the hallway. When questioned, Mr. Huestad denied raping the victim and stated he heard the victim scream and responded to the scene to assist her.He continued to "stick to his story that he was really just a Good Samaritan helping a woman in peril". He was booked into jail and charged with Rape 1st Degree. He was found guilty by jury verdict of the amended charges of Ct. I: Rape 1st Degree with a Deadly Weapons Enhancement.
