| Comments: | Sex offenders have always lived in our communities; but it was not until passage of the community protection act of 1990 (which mandates sex offender registration) that law enforcement even knew where they were living. In many cases, law enforcement is not able to share that information with you. Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated. Further, such abuse could potentially end law enforcement's ability to do community notifications. We believe the only person who wins if community notification ends is the sex offender, since sex offenders drive their power through secrecy. According to official documents Willand pled guilty in Snohomish County Superior Court on 04/16/2006 to four counts of Third Degree Rape of a Child. He was sentenced to 60 months in prison. This conviction was the result of Willand sexually assaulting the known 14 year old female victim. The victim was visiting Willand?s family from Michigan. During the two week stay Willand had sexually assaulted the victim on numerous occasions in both Snohomish and Chelan Counties. Chelan County authorized Snohomish County to prosecute Willand for sexual assaults that had occurred in that county. During this investigation it became known that Willand had also sexually assaulted the same victim when she was 12 years old while Willand had lived in Michigan. Michigan authorities declined to prosecute Willand due to his prosecution in the State of Washington. Willand had met the family due to his employment as a teacher at a private school that the victim attended. He had been a relative?s teacher and had been sexually involved with her when she was 16. He remained friends with the family after he had moved from Michigan to Washington. Willand declined to participate in sex offender treatment while in prison. Willand is no longer on supervision.
