Blanco-Alvarez was at a large party and was a long-term friend of the adult female who was hosting the party. The victim got drunk and passed out and was put onto a bed. Blanco-Alvarez sexually assaulted the victim when she was passed out. Blanco-Alvarez did not participate in sexual deviancy treatment while incarcerated, primarily due to the length of his remaining sentence and therefore, insufficient time to participate in the program. He is no longer on supervision.
