ON 041108 AT APPROXIMATELY 1809 HOURS, I WAS DISPATCHED TO THE QUIK STOP LOCATED AT 118 NORTH WEST HIGHWAY 19 IN CRYSTAL RIVER, IN REFERENCE TO AN UNKNOWN DISTURBANCE. UPON ARRIVAL, I OBSERVED the DEFENDANT, MR ALLEN SOWARDS, SITTING ON THE FRONT STEP OF THE STORE NEXT TO THE ICE MACHINE. I MADE CONTACT WITH THE VICTIM/OWNER OF THE STORE. THE VICTIM ADVISED THAT THE DEFENDANT HAS BEEN COMING TO HIS STORE THE LAST TWO DAYS HARASSING CUSTOMERS BY ASKING THEM FOR MONEY and URINATING ON the BUILDING. HE STATED THAT THE DEFENDANT IS ALWAYS INTOXICATED TO THE POINT THAT HE IS STUMBLING AROUND and FALLING. THE VICTIM STATED THAT ON TODAY'S DATE 041108, THE DEFENDANT WAS OUTSIDE OF THE STORE HARASSING HIS CUSTOMERS AS they CAME IN AND AS THEY WERE LEAVING. HE STATED THAT HE RECEIVED NUMEROUS COMPLAINTS FROM THE CUSTOMERS REGARDING THE DEFENDANT. THE VICTIM STATED THAT HIS EMPLOYEE/WITNESS ONE, ADVISED HIM THAT THE DEFENDANT WAS OUTSIDE URINATING ON the ICE MACHINE. HE STATED that WHEN theY MADE CONTACT WITH THE DEFENDANT THEY OBSERVED A STRONG ODOR OF ALCOHOL, AND THE DEFENDANT HAD SLURRED SPEECH and WAS UNABLE TO KEEP HIS BALANCE. THEY STATED THAT HE COULD NOT HOLD A CONVERSATION WITH HIM DUE TO HIS INTOXICATED STATE. THE VICTIM ADVISED THAT HE DID WISH TO PRESS CHARGES. I MADE CONTACT with WITNESS ONE, WHO STATED THAT HE WAS WORKING BEHIND THE COUNTER and SEVERAL CUSTOMERS CAME IN AND ALERTED HIM ABOUT THE DEFENDANT. THE CUSTOMERS ADVISED HIM THAT THE DEFENDANT WAS ASKING FOR MONEY and APPEARED TO BE INTOXICATED. WITNESS ONE STATED THAT HE OBSERVED the DEFENDANT APPROACH SEVERAL CUSTOMERS THAT WERE ATTEMPTING TO GET IN THE STORE AND HE WAS STUMBLING AROUND and CAUSING SEVERAL OF THEM TO BE IN FEAR. HE STATED THAT AT ONE POINT HE OBSERVED THE DEFENDANT LEANING ON THE ICE MACHINE and URINATING ON the SIDE OF THE STORE. THE WITNESS THEN CONTACTED this AGENCY. I THEN MADE CONTACT WITH THE DEFENDANT. I OBSERVED A STRONG ODOR OF AN ALCOHOLIC BEVERAGE EMITTING FROM HIS BREATH and PERSON. THE DEFENDANT WAS SITTING IN WHAT APPEARED TO BE HIS URINE. I ATTEMPTED TO HOLD A CONVERSATION with THE DEFENDANT AND HE WAS UNABLE TO COMPLETE ANY SENTENCES AND DID NOT HAVE ANY TYPE OF VALID IDENTIFICATION ON HIM. I WAS ABLE TO LOCATE THE DEFENDANT'S NAME and DATE OF BIRTH OFF OF ONE OF HIS PERSONAL ITEMS IN HIS POCKET WHICH WAS USED TO IDENTIFY HIM. THE DEFENDANT STATED THAT HE WAS A TRANSIENT AND WAS LAST IN the CLEARWATER AREA. HE ADVISED THAT HE WAS ASKING PEOPLE FOR MONEY AND HAD BEEN STAYING IN THE AREA OF THE STORE FOR THE LAST COUPLE OF DAYS. the DEFENDANT AT TIMES WAS VERY BELLIGERENT AND WHEN ASKED IF HE HAD SOMEWHERE TO GO HE STATED NO, THAT HE WAS going TO STAY BEHIND THE STORE AND NOT LEAVE THE AREA. I OBTAINED WRITTEN STATEMENTS FROM THE VICTIM and WITNESS WHICH WERE PLACED IN TO THE CITRUS COUNTY SHERIFF'S OFFICE RECORDS DEPARTMENT. THE VICTIM/OWNER OF THE BUSINESS GAVE THE DEFENDANT A VERBAL TRESPASS FROM THE PROPERTY. I THEN MADE CONTACT with TELETYPE OPERATOR 0610, WHO ENTERED the DEFENDANT IN TO THE TRESPASS LOG. THE DEFENDANT WAS THEN PLACED UNDER ARRESTED HANDCUFFED (DOUBLE-LOCKED) BEHIND his BACK and SECURED IN THE REAR SEAT OF MY PATROL VEHICLE. THE DEFENDANT'S BOND WAS SET AT $500.00 PER THE BOND SCHEDULE. *NOT-EXEMPT* |
