Comments: | Sex offenders have always lived in our communities; but it was not until passage of the community protection act of 1990 (which mandates sex offender registration) that law enforcement even knew where they were living. In many cases, law enforcement is not able to share that information with you. Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated. Further, such abuse could potentially end law enforcement's ability to do community notifications. We believe the only person who wins if community notification ends is the sex offender, since sex offenders drive their power through secrecy. According to official documents on or around 7-2014 CHRISTIAN sexually assaulted a known 14 year old female. An intoxicated CHRISTAIN approached the victim and her friend where he hand the male friend exchanged un-pleasantries. The male left the area after the exchange. The victim was standing next to a picnic table where CHRISTIAN sat next to her. CHRISTIAN gave the victim alcohol and cigarettes. At some point CHRISTAIN began kissing and touching the victim. CHRISTAIN pushed the victim back onto the picnic bench and forced her to fellate him by grabbing her hair and shoulders forcing her head down on his penis. The victim was able to push back against his thighs to stop the behavior. CHRISTIAN then put on a condom and made the victim pull her pants down and turned her over onto the table and forcefully engaged in penile-vaginal intercourse. The victim told CHRISTIAN to "stop, that hurts" at least 5 times however, he refused. CHRISTIAN held the victim down with his body weight during the assault. At some point the victims was able push back and stand up, pull her pants up and get away. CHRISTIAN attempted to follow the victim but he was too intoxicated to follow at the pace the victim was walking. The victim disclosed the sexual assault and police were notified. CHRISTIAN pled guilty to Rape of a Child Third Degree. He was sentenced to 14 months confinement and 36 months Community Custody. He will be supervised by WA DOC Marysville Field Office, 360-658-2150. " Probation Conditions Have no direct or indirect contact with victim. Do not initiate or prolong contact with minor children without the presence of an adult who is knowledgeable of the offense and has been pre-approved by the supervising Community Corrections Officer. All supervision my be line of sight. Do not seek employment or volunteer positions which place you in contact with or control over minor children. Do not frequent areas where minor children are known to congregate, as defined by the supervising Community Corrections Officer. Do not remain overnight in a residence where minor children live or are spending the night. Do not possess or access depictions of minors engaged in sexually explicit conduct, as defined by RCW 9.68.011. Do not enter sex related businesses, including: X-Rated movies, adult bookstores, strip clubs, and any location where the primary source of business is related to sexually explicit material. Do not possess, use, access, or view any sexually explicit material as defined by RCW 9.68.130 or erotic materials as defined by RCW 9.68.050 or any material depicting any person engaged in sexually explicit conduct as defined by RCW 9.68A.011 (4) unless given prior approval by your sexual deviancy prov ider. Do not possess or consume alcohol and do not frequent establishments where alcohol is the chief commodity for sale. Do not possess or consume controlled substances unless you have a legally issued prescription. Do not possess drug paraphernalia. Participate in sexual deviancy evaluation with a certified provider and make progress in any recommended course of treatment. Follow all conditions outlined in your treatment contract. Do not change therapists without advanced permission of the supervising Community Corrections Officer/Court. Participate in offense related counseling programs, to include Department of Corrections sponsored offender groups, as directed by the supervising Community Corrections Officer. Participate in substance abuse treatment as directed by supervising Community Corrections Officer. Participate in urinalysis, breathalyzer, or polygraph examinations as directed by the supervising Community Corrections Officer, to monitor compliance with conditions of community custody. Your residence, living arrangements and employment must be approved by the supervising Community Corrections Officer. You must consent to DOC home visits to monitor your compliance with supervision. Home visits include access for purposes of visual inspection of all areas of the residence in which you live or have exclusive/joint control/access. Register as a sex offender with the county of your residence for the period provided by law. Pay all legal financial obligations. Obey all municipal, county, state, tribal and federal laws. Do not purchase/own/have in your possession or under your control any firearm or deadly weapon. Do not initiate or prolong contact with minor children without the presence of an adult who is knowledgeable of the offense and has been pre-approved by the supervising Community Corrections Officer. All supervision must be line of sight. |
