Probable cause affidavit: SUBMITTED BY: MATOS, THOMAS 0675 (AR13-5679) DID, KNOWING HIS DRIVER’S LICENSE OR DRIVING PRIVILEGE HAD BEEN CANCELLED, SUSPENDED OR REVOKED, DRIVE A MOTOR VEHICLE UPON THE HIGHWAYS OF THIS STATE WHILE SUCH LICENSE OR PRIVILEGE WAS CANCELLED, IN VIOLATION OF FLORIDA STATE STATUTE 322.34(2). ON 051913 AT APPROXIMATELY 2322 HOURS, I WAS CONDUCTING SPEED ENFORCEMENT VIA STATIONARY RADAR ON WEST HOMOSASSA TRAIL AND SOUTH EASTPARK WAY. I OBSERVED A VEHICLE HEADING WESTBOUND AT A HIGH RATE OF SPEED. I ACTIVATED MY RADAR AND RECEIVED A CLEAR DOPPLER TONE INDICATING 56 MILES PER HOUR (MPH) IN 30 MPH ZONE. I ACTIVATED MY OVERHEAD EMERGENCY OVERHEAD LIGHTS AND CONDUCTED A TRAFFIC STOP AT THE INTERSECTION OF WEST HOMOSASSA TRAIL AND WEST DESTINY LANE ON A 2007 HONDA SUV BEARING FLORIDA TAG 158IHB. I MADE CONTACT WITH THE DRIVER/DEFENDANT, MR ANDREW KHANDJIAN, WHO HANDED ME HIS FLORIDA DRIVER'S LICENSE. THE DRIVER WAS NOT THE REGISTERED OWNER OF THE VEHICLE AND I RAN THE DRIVER’S INFORMATION THROUGH FCIC/NCIC AND FOUND THAT THE DRIVER/DEFENDANT HAD A SUSPENDED DRIVER’S LICENSE. UPON FURTHER RESEARCH IN “D.A.V.I.D.”, IT WAS FOUND THAT THE DEFENDANT HAD HIS DRIVER'S LICENSE SUSPENDED FOR FAILURE TO PAY CHILD SUPPORT. I THEN HAD THE DRIVER EXIT HIS VEHICLE AND ASKED HIM IF HE KNEW THAT HIS DRIVING PRIVILEGE HAD BEEN SUSPENDED TO WHICH HE ADVISED THAT HE DID KNOW, BUT THOUGHT HE HAD CLEARED IT UP BY MAKING A $2,500.00 PAYMENT ON 051713 TO SATISFY HIS CHILD SUPPORT. THE DEFENDANT ADVISED THAT HE HAD BEEN TOLD THAT THE PAYMENT MIGHT TAKE UP TO 24 HOURS TO POST. I ASKED THE DEFENDANT IF HE HAD ANY PAPERWORK TO SHOW THAT THE PAYMENT HAD BEEN MADE OR THAT HIS DRIVING PRIVILEGE HAD BEEN REINSTATED TO WHICH HE ADVISED NO. THE DEFENDANT WAS PLACED UNDER ARREST, HANDCUFFED (DOUBLE LOCKED) BEHIND HIS BACK, SEARCHED INCIDENT TO ARREST AND SECURED IN THE REAR SEAT OF MY PATROL VEHICLE . THE VEHICLE WAS TURNED OVER TO THE REGISTERED OWNER WHO WAS A PASSENGER IN THE VEHICLE. THE DEFENDANT WAS THEN TRANSPORTED TO THE CITRUS COUNTY DETENTION FACILITY (CCDF) FOR BOOKING AND PROCESSING. THE DEFENDANT ‘S BOND WAS SET AT $500.00 PER THE BOND SCHEDULE. THE DEFENDANT WAS ISSUED CRIMINAL UNIFORM TRAFFIC CITATION (UTC) NUMBER 4489-GZP-1 FOR DRIVING WHILE LICENSE SUSPENDED KNOWINGLY WITH A MANDATORY COURT APPEARANCE OF 060613 AT 1300 HOURS AT THE CITRUS COUNTY SHERIFF'S OFFICE (CCSO) COURTHOUSE. THE DEFENDANT WAS ALSO ISSUED UNIFORM TRAFFIC CITATION (UTC) CITATION NUMBER 4488-GZP-X FOR VIOLATION OF A TRAFFIC CONTROL DEVICE WITH A FINE OF $166.00 PAYABLE WITHIN 30 DAYS TO THE CLERK OF COURTS OFFICE.
