SUBMITTED BY: HOWARD, RUSSELL 0297 (AR10118386) DID, KNOWING her DRIVER'S LICENSE OR DRIVING PRIVILEGE HAD BEEN CANCELLED, SUSPENDED OR REVOKED, DRIVE A MOTOR VEHICLE UPON THE HIGHWAYS OF THIS STATE WHILE SUCH LICENSE OR PRIVILEGE WAS CANCELLED, IN VIOLATION OF FLORIDA STATE STATUTE 322.34(2)(A); AND DID UNLAWFULLY HAVE IN HER ACTUAL OR CONSTRUCTIVE POSSESSION WITH THE INTENT TO USE, OR DID UNLAWFULLY USE, AN OBJECT INTENDED OR DESIGNED FOR USE IN STORING, CONCEALING OR INJECTING, INGESTING, INHALING OR OTHERWISE INTRODUCING INTO THE HUMAN BODY, A CONTROLLED SUBSTANCE, TO WIT: TWO SPOONS WITH RESIDUE ON THEM AND ONE HYPODERMIC NEEDLE WITH CLEAR SUBSTANCE INSIDE, IN VIOLATION OF FLORIDA STATE STATUTES 893.145 AND 893.147(1)(B). ON 121510, MYSELF AND DEPUTY CULBERTSON WERE DISPATCHED TO THE KANGAROO GAS STATION AT THE CORNER OF EDEN DRIVE AND 41 SOUTH IN INVERNESS, IN REFERENCE TO TWO SUSPICIOUS ACTING FEMALES WHO WERE IN THE KANGAROO GAS STATION BATHROOM FOR AN EXTREME AMOUNT OF TIME ACTING STRANGELY. UPON ARRIVAL, I WAS ADVISED BY DEPUTY CULBERTSON THAT THE TWO GIRLS IN QUESTIONS HAD JUST GOT INTO A BLUE VEHICLE IN THE PARKING LOT NEXT TO THE KANGAROO GAS STATION, AT WHICH POINT, I LOOKED OVER AND OBSERVED SAID VEHICLE with A TENNESSEE TAG OF 590TYF, BACKING OUT OF THE PARKING SPACE. THE VEHICLE THEN IMMEDIATELY JUMPED THE CURB AND STARTED TO GO UP ON THE GRASSY SANDY AREA. AT THAT POINT, THIS DEPUTY FEARED THAT THE DRIVER MAY BE IMPAIRED AND WAS RISKING PUBLIC SAFETY. THIS DEPUTY THEN MADE CONTACT with THE DRIVER, WHO WAS LATER IDENTIFIED AS THE DEFENDANT, MS BOBBIJO HUDSON. WHEN THIS DEPUTY ASKED HER FOR HER DRIVER'S LICENSE SHE ADVISED THAT SHE DID NOT HAVE A DRIVER'S LICENSE AND THAT HER LICENSE HAD BEEN REVOKED FOR DRIVING UNDER THE influence (DUI). BOTH THE DRIVER AND THE PASSENGER, WHO WAS THE OWNER OF THE VEHICLE, BEGAN TO ACT IN A VERY STRANGE AND SUSPICIOUS MANNER AND STARTED TO QUICKLY MOVING ITEMS AROUND IN THE VEHICLE IN A BLATANTLY OBVIOUS ATTEMPT TO HIDE ITEMS INSIDE the VEHICLE FROM LAW ENFORCEMENT VIEW. A COMPUTER CHECK THROUGH "DHSMV" WAS COMPLETED ON THE DEFENDANT MS BOBBIJO HUDSON WHICH SHOWED THAT HER DRIVER'S LICENSE WAS IN FACT REVOKED WITH SEVERAL SUSPENSIONS FOR FAILURE TO PAY TRAFFIC FINE TWO FR SUSPENSIONS, A REVOCATION FOR 180 DAYS IN 2007 AND ANOTHER REVOCATION IN 2008 FOR 60 MONTHS. AT THAT POINT, DEPUTY CULBERTSON HAD APPROACHED THE RIGHT REAR PASSENGER WINDOW AND DID OBSERVE THE RIGHT FRONT PASSENGER THROW A HYPODERMIC NEEDLE IN THE BACK SEAT, AT WHICH POINT, THE PASSENGER IMMEDIATELY ATTEMPTED TO COVER UP THE HYPODERMIC NEEDLE WITH ITEMS INSIDE THE VEHICLE. AT THAT TIME, FOR OBVIOUS OFFICER SAFETY REASONS, THE DEFENDANT ALONG WITH THE PASSENGER WAS ASKED TO EXIT THE VEHICLE AND TO STAND AT THE REAR OF THE VEHICLE. AS THE DEFENDANT EXITED THE DRIVER'S SIDE THIS DEPUTY SMELLED THE ODOR OF MARIJUANA EMANATING FROM THE INTERIOR OF THE VEHICLE. BASED ON THIS DEPUTY'S EXPERIENCE HAVING SMELLED THE ODOR MANY MANY TIMES IN THE PAST. A SEARCH OF THE VEHICLE WAS CONDUCTED AND TWO HYPODERMIC NEEDLES WERE LOCATED. ONE WAS BEHIND THE RIGHT FRONT PASSENGER SEAT IN PLAIN VIEW AND ONE WAS SHOVED INTO THE PASSENGER SEAT. UPON SEARCHING THE DEFENDANT'S PURSE, I DISCOVERED TWO BENT HOUSEHOLD SPOONS WITH WHITE RESIDUE ON THEM AS WELL AS A FULL HYPODERMIC NEEDLE WITH CLEAR SUBSTANCE INSIDE IT. A FURTHER SEARCH OF THE VEHICLE TURNED UP A SMALL PLASTIC BAGGIE OF UNUSED HYPODERMIC NEEDLES, WHICH WERE LOCATED IN THE TRUNK AS WELL AS A PURPLE LADIES COMPACT ZIP CONTAINER WITH A PILL GRINDER, A CREDIT CARD, AND A NOSE STRAW WITH RESIDUE ON ALL. THE DEFENDANT WAS LATER ARRESTED AND CHARGED WITH KNOWINGLY DRIVING WHILE LICENSE REVOKED FOR DUI, AND POSSESSION OF DRUG PARAPHERNALIA. SHE WAS HANDCUFFED DOUBLE LOCKED AND SEATED IN THE REAR OF MY PATROL VEHICLE AND LATER TRANSPORTED TO THE CITRUS COUNTY DETENTION FACILITY FOR FURTHER PROCESSING. THE VEHICLE WAS TURNED OVER TO THE OWNER WHO WAS ALSO THE PASSENGER ON SCENE. THE PARAPHERNALIA IN QUESTION WAS TURNED IN TO EVIDENCE.
