SUBMITTED By: MCLAUGHLIN-PERRY, ALLISON 0507 (AR11122392) DID UNLAWFULLY HAVE IN HIS/HER ACTUAL OR CONSTRUCTIVE POSSESSION A CONTROLLED SUBSTANCE, TO WIT: THREE OXYCODONE HYDROCHLORIDE 30 MILLIGRAMS TABLETS, IN VIOLATION OF FLORIDA STATE STATUTE 893.13(6)(A); AND DID, KNOWING her DRIVER'S LICENSE OR DRIVING PRIVILEGE HAD BEEN CANCELLED, SUSPENDED OR REVOKED, DRIVE A MOTOR VEHICLE UPON THE HIGHWAYS OF THIS STATE WHILE SUCH LICENSE OR PRIVILEGE WAS CANCELLED, IN VIOLATION OF FLORIDA STATE STATUTE 322.34(2)(A). ON 082311 AT APPROXIMATELY 1415 HOURS, DEPUTY BERGEN AND I WERE TRAVELING NORTH ON PLEASANT GROVE ROAD IN INVERNESS. WHILE DRIVING IN THE AREA OF DRUID ROAD, WE OBSERVED A GREEN DODGE DURANGO DRIVING SOUTH. I AM FAMILIAR WITH THE OWNER OF THE GREEN DODGE DURANGO, MS BRANDI WEBB (DEFENDANT), AND HAD PRIOR KNOWLEDGE THAT SHE DID NOT HAVE A DRIVER'S LICENSE AND THAT SHE HAD WARRANTS FOR HER ARREST. UPON THE GREEN DURANGO APPROACHING US, I CONFIRMED THROUGH THE WINDOW OF THE DURANGO THAT MS WEBB WAS IN FACT DRIVING. AT THAT TIME, WE PULLED AROUND TO PULL MS WEBB OVER. UPON PULLING UP BEHIND MS WEBB IN OUR UNMARKED AGENCY ISSUED PATROL VEHICLE, WE INITIATED THE TRAFFIC STOP BY TURNING ON THE EMERGENCY LIGHTS AND SIRENS, AT WHICH TIME, SHE PULLED OVER IN THE PARKING LOT OF 550 PLEASANT GROVE ROAD (FIRST BAPTIST CHURCH). UPON APPROACHING THE VEHICLE, WE ADVISED MS WEBB THAT SHE WAS DRIVING WITHOUT A DRIVER'S LICENSE. MS WEBB ADVISED THAT SHE WAS AWARE THAT SHE DID NOT HAVE A DRIVER'S LICENSE AND THAT SHE ONLY HAD AN IDENTIFICATION CARD, WHICH SHE PROVIDED. AT THAT TIME, MS WEBB WAS PLACED UNDER ARREST AND WAS ADVISED THAT SHE WAS BEING ARRESTED FOR DRIVING WHILE LICENSE SUSPENDED. IN ADDITION WE ADVISED HER THAT SHE HAD TWO WARRANTS. DEPUTY BERGEN CONTACTED THE CITRUS COUNTY SHERIFF'S OFFICE TELETYPE TO CONFIRM THE WARRANTS. PRIOR TO PLACING MS WEBB IN OUR PATROL VEHICLE, SHE WAS PATTED DOWN. WHILE DOING SO I BEGAN PATTING HER DOWN ON HER RIGHT SIDE OF HER PERSON. UPON CONDUCTING A SWEEP UNDER MS WEBB'S BREAST, I FELT A PROTRUSION UNDERNEATH MS WEBB'S RIGHT BRA CUP. UPON ASKING WHAT IT WAS, SHE ADVISED THAT SHE HAD THREE ROXIES. AT THAT TIME, THE THREE PILLS WERE LOCATED. UPON RETRIEVING THE PILLS THEY WERE DESCRIBED AS BEING SMALL ROUND BLUE IN COLOR PILLS BEARING THE IMPRINT A WITH A SCORE AND THEN 215. THIS DEPUTY CONFIRMED THAT THE PILLS WERE OXYCODONE HYDROCHLORIDE 30 MILLIGRAMS THOUGH THE PILL IDENTIFICATION PROGRAM. THE PILLS WERE PLACED IN A CLEAR PLASTIC BAGGIE AND WERE SECURED IN MY PATROL VEHICLE AND LATER TURNED IN TO EVIDENCE. THE VEHICLE WAS TURNED OVER TO A FRIEND OF MS WEBB'S AT HER REQUEST. MS WEBB WAS ISSUED UNIFORM TRAFFIC CITATION NUMBER 7264-GJX9, FOR DRIVING WHILE LICENSE SUSPENDED. MS WEBB WAS TRANSPORTED TO THE CITRUS COUNTY DETENTION FACILITY FOR BOOKING AND PROCESSING WHERE HER BOND WAS SET AT $5,500.00.
