ON 101410 AT APPROXIMATELY 1920 HOURS, WHILE TRAVELING SOUTH ON NORTH GULF AVENUE, I WAS FOLLOWING A GREEN SPORTS UTILITY VEHICLE (SUV) THAT DID NOT HAVE ITS LIGHTS ON.
