Comments: | According to official documents, in 2009 ROSS met the victim in the parking lot of a grocery store and asked her for her phone number. ROSS stated that he had been watching her. ROSS then called several times and left messages before she got home. She is physically disabled and chose not to call him back. A couple weeks later, on Easter Sunday, she was visiting family on Camano Island and decided to call ROSS, who invited them over. The victim, her daughter and son in-law visited ROSS at his residence. ROSS invited them to watch a movie. The daughter and son in-law left and the victim stayed. They started kissing. ROSS aggressively picked up the victim and took her to the bedroom, hitting her back and hip on the door frame and throwing her onto the bed. ROSS took her clothes off, and very quickly jumped on top of her, biting her breasts and "ramming" himself into her vagina area. She continued to tell him no and to stop and he kept telling her to relax because he was a "nice guy." The victim finally faked a seizure and rolled her eyes. ROSS finally stopped and called her daughter at her insistence. The victim suffered physical trauma to her vagina according to the hospital. Police investigating the matter found several prior sexual assault cases that were reported to law enforcement but not charged due to the lack of victim(s) cooperation. ROSS was originally charged with Rape 2 and spent 61 months in confinement. His case was recently vacated and he was convicted of Conspiracy to Commit Indecent Liberties by Forcible Compulsion. His new sentence of 51 months allowed him to be immediately released. ROSS has not attended Sex Offender Treatment, and will be required to do so under his Department of Corrections supervision.
