submitted BY: WEST, ROY 0421 (AR11123310) DID KNOWINGLY OPERATE, ON THE ROADS OF THIS STATE, A VEHICLE THAT HAD NOT BEEN REGISTERED, IN VIOLATION OF FLORIDA STATE STATUTE 320.02(1) DID KNOWINGLY ATTACH TO ANY MOTOR VEHICLE OR MOBILE HOME ANY REGISTRATION LICENSE PLATE, OR WHO KNOWINGLY ATTACHES ANY VALIDATION STICKER OR MOBILE HOME STICKER TO A REGISTRATION LICENSE PLATE, WHICH PLATE OR STICKER WAS NOT ISSUED AND ASSIGNED OR LAWFULLY TRANSFERRED TO SUCH VEHICLE, IS IN VIOLATION OF FLORIDA STATE STATUTE 320.261. DID AS A NONRESIDENT ACCEPT EMPLOYMENT OR ENGAGES IN ANY TRADE, PROFESSION, OR OCCUPATION IN THIS STATE OR ENTERS HIS OR HER CHILDREN TO BE EDUCATED IN THE PUBLIC SCHOOLS OF this STATE, SUCH NONRESIDENT SHALL, withIN 30 DAYS AFTER THE COMMENCEMENT OF SUCH EMPLOYMENT OR EDUCATION, BE REQUIRED TO OBTAIN A FLORIDA DRIVER'S LICENSE IF SUCH NONRESIDENT OPERATED A MOTOR VEHICLE ON THE HIGHWAYS OF THIS STATE, IN VIOLATION OF FLORIDA'S STATE STATUTE 322.031(1). ON 102611 AT APPROXIMATELY 1925 HOURS, WHILE TRAVELING WESTBOUND ON STATE ROAD 44, I OBSERVED A VEHICLE DESCRIBED AS A MAROON SUBARU WITH NORTH CAROLINA LICENSE PLATE ZVJ7075. WHEN I RAN THIS LICENSE PLATE, IT CAME BACK TO A DODGE RAM PICKUP TRUCK. I CONFIRMED THROUGH TELETYPE WHO RAN THE LICENSE PLATE AGAIN FOR ME. AGAIN THE LICENSE PLATE CAME BACK TO A DODGE RAM PICKUP. I ACTIVATED MY OVERHEAD LIGHTS, MADE A TRAFFIC STOP ON SAID VEHICLE AND UPON MAKING CONTACT WITH THE DRIVER/DEFENDANT, MR CARROLL BISHOP, I ASKED FOR HIS DRIVER'S LICENSE AND REGISTRATION, TO which HE PROVIDED ME A DRIVER'S LICENSE FROM NORTH CAROLINA AND A CITRUS COUNTY CITATION THAT HE HAD GOTTEN THE PREVIOUS MONTH FOR DRIVING THIS VEHICLE THAT WAS UNREGISTERED WITH THE ATTACHED LICENSE PLATE NOT ASSIGNED. IN SPEAKING WITH THE DRIVER, HE ADVISED THAT HE HAD PURCHASED THIS VEHICLE IN NORTH CAROLINA. HE PROVIDED ME PAPERWORK WITH PROOF OF OWNERSHIP, BUT HE HAS BEEN UNABLE TO TITLE OR REGISTER THE VEHICLE. HE PURCHASED THE VEHICLE ON 080911. THE CITRUS COUNTY CITATION WAS ON 091211. HE ADVISED HE HAS BEEN WORKING DOWN HERE AND WORKING IN CITRUS COUNTY FOR APPROXIMATELY TWO MONTHS. HE ADVISED HE WORKS IN OCALA AND LIVES IN INVERNESS. I ASKED HIM WHY HE HAS NOT REGISTERED THE VEHICLE IN NORTH CAROLINA OR IN FLORIDA, TO WHICH HE ADVISED THAT HE JUST hasn't. HE FURTHER STATED THAT HE HAS NOT GOTTEN A FLORIDA DRIVER'S LICENSE DUE TO THE FACT THAT HE CAN'T FIND HIS BIRTH CERTIFICATE. I RAN THE VEHICLE IDENTIFICATION NUMBER (VIN) FOR THE VEHICLE, which CAME BACK REGISTERED TO MS SHEILA ADAMS WITH A VEHICLE REGISTRATION THAT EXPIRED 091511 IN NORTH CAROLINA. AFTER CONFIRMING ALL THIS INFORMATION, THE DEFENDANT WAS PLACED UNDER ARREST, HANDCUFFED, BEHIND HIS BACK, (DOUBLE LOCKED), SEARCHED, SECURED IN THE REAR OF MY PATROL VEHICLE AND TRANSPORTED TO THE CITRUS COUNTY DETENTION FACILITY FOR BOOKING AND PROCESSING. THE DEFENDANT'S BOND WAS SET AT A TOTAL OF $1,500.00, PER THE BOND SCHEDULE. THE DEFENDANT WAS ISSUED THREE CITATIONS WITH A CRIMINAL TRAFFIC COURT DATE OF 111011 AT 1300 HOURS.
