Abide by curfew rules as directed by supervising CCO
According to official documents Lehman pled guilty in Cowlitz County Superior Court on 05/14/2003 to one count of Rape of a Child in the Second Degree. He was sentenced to 100 months to life in prison. This conviction was the result of Lehman sexually assaulting the known 13 year old female victim. Lehman was able to isolate the victim in a car in his garage after he asked her to help him move. He then removed drugs, drug paraphernalia, and a knife from a cooler. He asked her if she wanted to use meth and at the same time asked the victim if she had seen his gun. The victim feared Lehman and smoked the meth. Lehman became sexually aggressive and the victim fought off his advances until he threatened to hurt her family if she did not allow him to sexually assault her. He then sexually assaulted her several times over a period of two hours. He continued to threaten her that if she told he would rape her and her sister in front of her family and then his gang would kill them. It should also be noted that Lehman had previously provided the victim with meth and given her gifts. On 05/14/2003 Lehman pled guilty in Cowlitz County Superior Court to one count of Felony Harassment. This conviction was the result of Lehman sexually assaulting the known 14 year old female victim. The victim was spending the night at Lehman's residence visiting a friend. Lehman provided alcohol to the victim and she became intoxicated. Lehman became sexually aggressive and pinned the victim down and then sexually assaulted her. The victim did not report the crime because she feared Lehman would hurt her family. During a later phone conversation Lehman threatened to kill her if she put him in jail. Lehman was also originally charged with Rape of a child in the Third Degree but that charge was dismissed as part of a plea agreement. Lehman has admitted having six additional victims where he was not charged with a crime. These victims were females from age 12 to 27, some of whom were sexually assaulted by Lehman while they were asleep. Lehman complted the sex offender treatment program while in prison. Lehman is on active supervision with the Washington State Department of Corrections, Everett Field Unit (425) 290-3200, for life and has the following conditions:
Do not enter bars, taverns, or lounges, casinos or any location where alcohol is the primary item for sale
Do not enter parks, playgrounds or schools or any place where children congregate as defined by community corrections officer
Do not have direct or indirect contact with any victim
Do not possess eletronic devices. No computer, internet, or electronic devices unless preapproved by CCO
Do not possess or access sexually explicit materials unless approved by CCS-SOTP and or CCO. Sexually explicit materials are any pictorial representations of adults or minors that are intended for sexual gratification. This includes, but is not limited to, material involving males, females, and or minors which show genitalia, bodily excretory behvior that appears to be sexual in nature, physical stimulation of unclothed genitals, masturbation, sodomy (I.E. bestiality or oral or anal intercourse), flagellation or torture in hte context of a sexual relationship, or emphasizing the depiction of human genitals. Works of are or of anthropological significance are not considered sexually explicit materials .
Do not possess or peruse pornographic materials unless authorized
Do not purchase, own or have in your possession or under your control any firearm or deadly weapon
Do not use , posess, purchase, or consume alcohol
Do not use, possess or consume controlled substances unless you have a legally issued prescription.
Do not work at or be in places frequented by minors
Enter into and successfully complete a sex offender treatment program with a certified sex offender treatment provider
Enter into and successfully complete certified chemical dependency treatment program
GPS monitoring as directed by community corrections officer
Have no contact with minor age girls without prior approval of both CCO and treatment provider
Have no contact with minors
Maintain lawful employment and provide proof of employment to DOC staff as directed
Must consent to DOC home visits to monitor compliance with supervision. Home visits include access for the purposes of visual inspection of all areas of residence in which the offender lives or has exclusive/joint control/access
Obtain permission before traveling outside of county in which you reside
Remain within or outside geographic boundaries as directed
Report to and be available for contact with assigned community corrections officer as directed
Reside at a location and under living arrangements as approved by CCO
Submit to search of your person, residence, vehicle and possessions whenever requested by CCO
You may not leave the State of Washington without prior written permission from the ISRB and your CCO |
