| Comments: | In 1997, Charles R. LOWE was convicted of 2 counts of Rape of a Child 2nd Degree. (Count 1) LOWE accompanied a female friend to the 12 year old female victim's home. While LOWE was alone at the residence with the victim, he started making sexual advances towards the victim and put his hands on her shoulder and legs. The victim told him to 'knock it off' and LOWE told her to shut up. LOWE grabbed the victim and forced her to the ground and removed her clothing. He told her 'I'm only trying to have fun'. The victim resisted and LOWE struck her in the mouth with his hand. He then undressed and sexually assaulted the victim against her will. (Count 2) LOWE and a friend approached the 13 year old female victim while she and a friend were sitting outside a movie-theater waiting for the victim's mother. LOWE followed the victim outside the theater and grabbed the victim and told her 'Let's go for a walk'. LOWE asked the victim to sit and talk with him and talked to her about having sex with him. The victim refused and LOWE then pinned the victim down on the ground and forced sexual intercourse with her. LOWE was additionally charged with two other counts of Rape of a Child 3rd Degree regarding sexual contact he had with other minor-aged females. However, these charges were dropped as part of a plea of guilty associated with the aforementioned cases. At the time of these sex crimes, LOWE was under community supervision for a Burglary 2nd Degree conviction. LOWE's criminal history includes 2 Burglaries, and several misdemeanor crimes of Theft, Obstructing a Public Servant, Criminal Trespass, DV Assault, Hit and Run, Making False Statements to a Public Servant, Probation Violations, and Failure to Register as a Sex Offender.
