Narrative: While on routine patrol officers of the Brooksville Police Department observed a red sedan traveling east on Cortez Blvd with an improper license plate. The vehicle was stopped in the Publix parking lot and contact was made with the driver. When asked for his documents the defendant stated that he did not have them. When asked why not, he stated that he was a “sovereign citizen” and that the laws of the state of Florida did not apply to him. The defendant then produced a home made identification card from the “Sovereign Nation” and a passport. A records check failed to locate any record of a drivers license for the defendant from any state. The only record found on the vehicle was a decal that expired in 2001 from Texas. He was placed under arrest and transported to the Hernando County Jail where he is held on $ 400 bond.
