SUBMITTED BY: CANFIELD, LAIRD 0544 (AR10118022) (0351) DID DRIVE OR WAS IN ACTUAL PHYSICAL CONTROL OF A VEHICLE WHILE UNDER THE INFLUENCE OF AN ALCOHOLIC BEVERAGE, MODEL GLUE OR ANY SUBSTANCE CONTROLLED UNDER CHAPTER 893 OR CHAPTER 877.111 TO THE EXTENT HER NORMAL FACULTIES WERE IMPAIRED, IN VIOLATION OF FLORIDA STATE STATUTE 316.193. ON 112010 AT APPROXIMATELY 1447 HOURS, I WAS DISPATCHED TO A TRAFFIC CRASH ON HIGHWAY 491 NEAR CENTRAL RIDGE PARK IN HERNANDO, FLORIDA. WHILE AT THE CRASH SCENE, I OBSERVED THE DEFENDANT/DRIVER, MS CHRISTEL ANN SHEROUSE, TO HAVE SIGNS OF IMPAIRMENT WHICH INCLUDED HER SPEECH TO BE SLURRED, THICK TONGUED AND MUSH MOUTHED. HER EYELIDS WERE DROOPY AND SHE APPEARED CONFUSED. I ASKED MS SHEROUSE TO SUBMIT TO A BLOOD TEST, TO WHICH she AGREED. NATURE COAST "EMS" RESPONDED TO DRAW THE BLOOD. THE CRASH INVESTIGATION WAS TURNED OVER TO FLORIDA HIGHWAY PATROL TROOPER VALDEZ AND I INFORMED MS SHEROUSE THAT I WAS NOW CONDUCTING AN INVESTIGATION FOR DRIVING UNDER THE INFLUENCE (DUI.) THE WEATHER CONDITIONS WERE PARTLY CLOUDY WITH A LIGHT WIND. THE ROAD CONDITIONS WERE DRY WITH NO KNOWN DEFECTS AND MS SHEROUSE'S VEHICLE HAD NO KNOWN DEFECTS. I ASKED THE DEFENDANT IF SHE HAD ANY MENTAL OR PHYSICAL DISABILITIES THAT WOULD NOT ALLOW HER TO PERFORM ANY OF THE SOBRIETY TASKS, TO WHICH SHE STATED NO BUT THAT SHE WAS TAKING XANAX FOR HER ANXIETY. TASK ONE, HORIZONTAL GAZE NYSTAGMUS: PRIOR TO PERFORMING THIS TASK, IT WAS DETERMINED THAT THE DEFENDANT HAD NO PROBLEMS WITH HER EYES. DURING THIS TASK, THERE WERE NO INDICATORS OBSERVED. TASK TWO, WALK AND TURN. THIS TASK WAS EXPLAINED AND DEMONSTRATED TO THE DEFENDANT. THE DEFENDANT STATED SHE UNDERSTOOD MY DIRECTIONS. THE DEFENDANT ON STEP FOUR STOPPED TO BALANCE THEN ASKED IF SHE COULD START OVER. ON SECOND ATTEMPT FAILED TO TOUCH HEEL-TO-TOE ON FIRST TWO STEPS. AFTER the TURN SHE RAISED HER ARMS MORE THAN 6 INCHES TO BALANCE. TASK THREE, ONE LEG STAND. THIS TASK WAS EXPLAINED AND DEMONSTRATED TO THE DEFENDANT. THE DEFENDANT STATED SHE UNDERSTOOD MY INSTRUCTIONS. DURING THIS TASK, NO INDICATORS WERE OBSERVED. TASK FOUR, FINGER TO NOSE. THIS TASK WAS EXPLAINED AND DEMONSTRATED TO THE DEFENDANT. THE DEFENDANT STATED SHE UNDERSTOOD MY INSTRUCTIONS. DURING THIS TASK, LEFT - TOUCHED THE BRIDGE OF HER NOSE AND FAILED TO RETURN HER ARM TO SIDE UNTIL INSTRUCTED. RIGHT - TOUCHED TIP OF HER NOSE BETWEEN FIRST AND SECOND JOINT OF FINGER. LEFT - SLOW, BUT TOUCHED TIP OF NOSE. RIGHT - TOUCHED TIP BETWEEN FIRST AND SECOND JOINT OF FINGER. RIGHT - USED WRONG HAND (LEFT HAND). LEFT - SLOW, BUT TOUCHED TIP. EMERGENCY MEDICAL SERVICES (EMS) ARRIVED AND DREW A SAMPLE OF MS SHEROUSE'S BLOOD, WHICH WAS PACKAGED and SECURED. MS SHEROUSE WAS THEN PLACED IN HANDCUFFS BY DEPUTY BAIRD AND TRANSPORTED TO THE CITRUS COUNTY DETENTION FACILITY FOR BOOKING AND PROCESSING. UPON ARRIVAL, MS SHEROUSE WAS TURNED OVER TO INTOXILYZER OPERATOR WING TO CONDUCT A TEST OF HER BREATH. OPERATOR WING ADVISED MS SHEROUSE'S BREATH RESULTS WERE 000. MS SHEROUSE'S BOND WAS SET AT $500.00, PER the BOND SCHEDULE. MS SHEROUSE WAS ISSUED A FLORIDA UNIFORM TRAFFIC CITATION, CITATION NUMBER 2836-FYAX, FOR DUI WITH A MANDATORY COURT APPEARANCE TO BE SET BY THE JUDGE. THE FLORIDA HIGHWAY PATROL CASE NUMBER, REFERENCE THE CRASH WAS FHPC10OFF102480.
