| Comments: | Sex offenders have always lived in our communities; but it was not until passage of the community protection act of 1990 (which mandates sex offender registration) that law enforcement even knew where they were living. In many cases, law enforcement is not able to share that information with you. Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated. Further, such abuse could potentially end law enforcement's ability to do community notifications. We believe the only person who wins if community notification ends is the sex offender, since sex offenders drive their power through secrecy. According to official documents, Cearfoss was found guilty by a stipulated bench trial on April 21, 2006 in Snohomish County Superior Court for the crimes of Rape of a Child 1st degree, two counts. He was given a term of 102 months in prison. Creafoss between the ages of 16 and 19 years, sexually assaulted a minor female on numerous occasions between her age of 5 and 8. The crime occurred at a daycare center that Cearfoss stepmom ran. The victim was told it was a "secret" and if anyone found out that they both would be in trouble. The victim disclosed this abuse when she turned 13. While in sex offender treatment in prison he reported that between the ages of 13 and 19 that he had sexually offended against 4 females and 1 male while they were left in his care. Cearfoss is on active supervision with the Everett Office of the Department of Corrections: 425-356-2800 " Probation Conditions Shall not date women nor form relationships with families who have minor children. Shall have no contact direct or indirect with any victim. Shall not have in his possession or under his control any firearm or deadly weapon. Shall not frequent establishment that promote bikini or lingerie barista stands. Shall not enter sex related business to include x-rated movies, peep shows, or adult book stores. Shall not enter parks, playgrounds or schools. Shall not use, posess, purchase or consume alcohol. Shall not enter bars, taverns or lounges. Shall not access the internet or email by electronic devices (cell phone, PSP, etc) to include chat lines, social network sites such as myspacem, facebook, live link etc. without permission of his Corrctions Officer. Shall not use, possess, consume any controlled substances without a lawfully issued prescription. Shall not work at be in places frequented by minors. Shall not remain overnight in a residence where minor children live or are spenting the night. Shall have no contact with minors. Shall enter into sex offender treatment while in the community. Shall not possess or persue pornographic materials. Shall not seek employment or volunteer positions which place him in contact with or control over minors. |
