| Commentaries: | Comments According to official documents, Howard was convicted of the crime of Communication with a Minor for Illegal Purposes in June of 1994. In this crime he tried to solicit a 12-year-old female to become a prostitute for him. Howard also attempted to have this victim perform oral sex for him. He was given 45 days in jail. In January of 1995 Howard who was 20 years old sexually assaulted a 13-year-old female that he had met the previous day. Howard provided his victim with alcohol and once the alcohol to affect, he took her to another room as assaulted her. He was given a term of 72 months in prison for his convictions of Rape of a Child in the 2nd Degree. Howard was convicted of the crime of Kidnapping in the 2nd Degree, Assault in the 2nd degree and Harassment-DV. Howard physically and sexually assaulted an adult female family member. Howard was given a term of 68 months in prison for these crimes. He was released from prison in April of 2006. While on supervision with the Department of Corrections, he failed to comply with his conditions due to his assaulted behavior while in treatment and was given a term of 142 days in prison for his violations. He was released again into the Community in December of 2007. Howard declined to participate in sex offender treatment while in prison and does not appear to have attended any sex offender treatment while in the community. Howard has criminal history convictions for the following crimes: Burglary, Vehicle theft, Intimidating a Public Servant, 2 counts, Malicious Mischief and Harassment.
