| Comments: | According to official file documents between July 1983 and January 1987, MCKIE sexually assaulted three familial females: victim 1 (from age 4-8 years old), victim 2 (age 2 years old) and victim 3 (age 5 years old). Victim 3 reported when MCKIE sexually assaulted her, she screamed and cried because it hurt so badly, MCKIE spanked her and told her to be quiet and continued to sexually assault her. After the sexual assault MCKIE told the victim not to tell or he would spank her or hurt her and he would do "that" again to her. For these offense behaviors MCKIE was charged with three counts of Statutory Rape 1st degree and three counts of Indecent Liberties. MCKIE pled guilty to the one count of Statutory Rape 1st degree and two counts of Indecent Liberties and the other charges were dismissed. According to official file material there were multiple disclosures of additional sexual offending behavior by MCKIE for which he was not charged. In 1972 MCKIE was employed as a recreational director at a juvenile detention facility when he had sexual contact with a non-familial female resident (age 16); the victim reported the behavior to a staff member at the facility and MCKIE was asked to resign from his position. In 1987 MCKIE was employed as a swim instructor at a community swimming pool. A 10 year old non-familial female reported that MCKIE touched her breast under her swimsuit and exposed his penis to her during her swim lessons on multiple occasions. A complaint of misconduct was filed with the pool manager. MCKIE was no longer assigned to teach swim lessons; however, he was not charged with this offense behavior as the victim''s mother did not wish put her daughter through further trauma. Two adult familial victims also reported MCKIE had exposed himself and had unwanted sexual contact with them from 1980-1986. While incarcerated, MCKIE participated in and completed the Department of Corrections Sex Offender Treatment Program (SOTP). During treatment MCKIE disclosed additional familial and non-familial victims. MCKIE is not currently being supervised in the community by the Washington State Department of Corrections (DOC).
