SUBMITTED BY: LAMBERT, BOBBY 0480 (AR10117779) ELDRIDGE, BRYAN 0722 DID CORRUPT THE PUBLIC MORALS, OR OUTRAGE THE SENSE OF PUBLIC DECENCY, OR AFFECT THE PEACE AND QUIET OF PERSONS WHO MAY WITNESS THEM, OR ENGAGE IN BRAWLING OR FIGHTING, OR ENGAGED IN SUCH CONDUCT AS TO CONSTITUTE A BREACH OF PEACE OR DISORDERLY CONDUCT, IN VIOLATION OF FLORIDA'S STATE STATUTE 877.03. ON 110510 AT APPROXIMATELY 1745 HOURS, I WAS DISPATCHED TO 5397 SOUTH PERCH DRIVE IN INVERNESS, IN REFERENCE TO A DISTURBANCE. UPON ARRIVAL, I MET WITH THE WITNESS, MS SHEILA DOUGLAS, WHO ADVISED THAT HER FIANCÉ WAS DRUNK AND HAD GOTTEN INTO A VERBAL argument WITH THE NEXT DOOR NEIGHBOR. SHE TOLD ME THAT THE RESIDENCE THEY ARE STAYING AT IS FOR THE HOMELESS AND THEY DO NOT ALLOW DRUGS OR ALCOHOL. SHE STATED THAT THE DEFENDANT HAD A DRINKING PROBLEM AND WAS OUT BACK ON THE DOCK AT THE REAR OF THE RESIDENCE. MS DOUGLAS ALSO PROVIDED ME WITH A WRITTEN STATEMENT. WHEN I MADE CONTACT WITH THE DEFENDANT, MR CRAIG FRENCH, IT WAS CLEAR THAT HE HAD BEEN DRINKING DUE TO THE SCENT OF ALCOHOL EMITTING FROM HIS BREATH, SLURRED speech AND BLOODSHOT EYES. MR FRENCH STATED THAT HE HAD A FEW DRINKS TODAY AND JUST WANTED TO FISH. MR FRENCH STATED THAT HE WAS NOT BOTHERING ANYONE NUMEROUS TIMES. AFTER SPEAKING WITH MR FRENCH, I ASKED HIM TO STAY ON THE DOCK SO THAT I COULD SPEAK WITH THE NEIGHBORS. AS I WAS SAYING THIS HE BEGAN YELLING PROFANITIES AT ONE OF THE RESIDENTS OF THE HOUSE. MR FRENCH ALSO WAS SCREAMING AT ONE OF THE RESIDENTS TO WALK DOWN THERE AND SEE WHAT HAPPENS TO THEM. I THEN SPOKE WITH MS MICKEY TURK, FROM 5375 SOUTH PERCH DRIVE. WHEN MR FRENCH WALKED INTO HER SISTER'S YARD, SHE TOLD HIM NOT TO COME INTO the YARD OR MS LEE WOULD CALL THE COPS. SHE STATED THAT ONCE MS LEE TOLD HIM TO LEAVE, HE STATED "I DON'T FUCKING CARE". MS TURK STATED THAT HE THEN WENT NEXT DOOR AND STARTED YELLING AT EVERYONE IN THE RESIDENCE. I THEN SPOKE WITH THE NEIGHBOR/COMPLAINANT WHO LIVES AT 5375 SOUTH PERCH DRIVE, MS WINDY LEE, WHO STATED THAT MR FRENCH HAD WALKED INTO HER YARD AND HAD GOTTEN MAD WHEN SHE ASKED HIM TO LEAVE. MS LEE STATED THAT SHE ASKED MR FRENCH TO LEAVE OR SHE WOULD CALL THE POLICE. MS LEE STATED THAT MR FRENCH STARTED CURSING AT HER AND SAID "THAT'S THE ONLY WAY YOU'RE GOING TO GET ME OFF THIS PROPERTY". MS LEE STATED HE THEN LEFT AND RETURNED TO 5397 SOUTH PERCH DRIVE WHERE HE THEN BEGAN TO ARGUE WITH HIS FIANCÉ AND TOLD HER THAT HE WOULD KILL HER. MS LEE STATED THAT SHE WANTED TO PRESS CHARGES AGAINST MR FRENCH. BOTH MS LEE AND MS TURK PROVIDED ME WITH A SWORN WRITTEN STATEMENT. AFTER SPEAKING WITH ALL PARTIES, IT WAS APPARENT THAT IF LEFT ON SCENE, MR FRENCH WOULD HAVE CONTINUED TO DISTURB THE PEACE IN THE NEIGHBORHOOD. THE DEFENDANT WAS PLACED UNDER ARREST, HANDCUFFED, BEHIND HIS BACK, (DOUBLE LOCKED), SECURED IN THE REAR OF MY PATROL VEHICLE AND TRANSPORTED TO THE CITRUS COUNTY DETENTION FACILITY FOR BOOKING AND PROCESSING. ALL WRITTEN STATEMENTS WERE LATER TURNED IN TO RECORDS. THE DEFENDANT'S BOND WAS SET AT $250.00, PER THE BOND SCHEDULE.
