SUBMITTED BY: PARSONS, TRAVIS 0358 (AR10118079) DID UNLAWFULLY RESIST, OBSTRUCT OR OPPOSE DEPUTY PARSONS, WHO WAS THEN AND THERE IN THE LAWFUL EXECUTION OF A LEGAL DUTY, OR EXECUTION OF LEGAL PROCESS, TO WIT: INVESTIGATING A TRAFFIC CRASH/STOLEN VEHICLE, WITHOUT OFFERING OR DOING VIOLENCE TO THE PERSON OF SUCH OFFICER, IN VIOLATION OF FLORIDA STATE STATUTE 843.02. ON 112410 AT 0108 HOURS I WAS DISPATCHED TO WEST HOLIDAY STREET AND SOUTH SPRING SONG TERRACE IN REFERENCE TO A VEHICLE CRASH. WHILE IN ROUTE THE COMPLAINANT ADVISED TWO MALES AND ONE FEMALE EXITED THE VEHICLE AND RAN EAST ON WEST HOLIDAY STREET. WHILE "BOLOING" THE AREA FOR THE SUSPECT THE AIR UNIT SPOTTED AN INDIVIDUAL WALKING EAST ON WEST HOLIDAY STREET. I MADE CONTACT WITH THAT INDIVIDUAL AND ADVISED HIM THAT I WAS INVESTIGATING A TRAFFIC CRASH THAT OCCURRED JUST A FEW MOMENTS AGO. THE DEFENDANT STATED THAT HE WAS JUST WALKING FROM THE CVS AND DID NOT SEE AN ACCIDENT. DUE TO IT BEING 0130 HOURS, I ASKED THE DEFENDANT IF HE HAD ANY IDENTIFICATION AND HE STATED HE DID NOT. I ASKED HIM AGAIN IF HE KNEW ANYTHING ABOUT THE ACCIDENT AND HE STATED HE DID NOT. I ASKED THE DEFENDANT WHERE HE WAS GONG AND HE ADVISED TO A FRIENDS RESIDENCE THAT WAS JUST UP THE ROAD. I ASKED HIM WHAT HIS FRIEND'S NAME WAS AND HE STATED IT WAS JONATHAN. I ASKED HIM IF HE KNEW JONATHAN'S LAST NAME AND HE STATED HE DID NOT. HE ADVISED HE WAS FROM OHIO AND HAD MET JONATHAN ONLINE AND WAS JUST COMING DOWN TO VISIT HIM WITH HIS GIRLFRIEND. I ASKED HIM WHERE HIS GIRLFRIEND WAS AND HE STATED THAT THEY BROKE UP AND HE HAD NO PLACE TO STAY. WHILE I WAS SPEAKING WITH THE DEFENDANT, K-9 OFFICER NEWTON ADVISED THAT THE OWNER OF THE VEHICLE HAD JUST SHOWN UP ON SCENE AND STATED THAT HER VEHICLE WAS STOLEN AND SHE CAME TO PICK IT UP. DEPUTY NEWTON ASKED HER WHO MAY HAVE POSSIBLY STOLEN IT SHE ADVISED HER BOYFRIEND, DAMIAN LOFLIN. I ASKED THE DEFENDANT WHAT HIS NAME WAS AND HE ADVISED THAT IT WAS WILLIAM J WILLIAMSON. HE PROVIDED ME WITH A DATE OF BIRTH OF 052179. I HAD THE NAME RUN THROUGH DISPATCH AND THEY ADVISED THERE WAS NO RECORD FOUND. I ASKED THE DEFENDANT IF HE KNEW HIS SOCIAL SECURITY NUMBER AND HE ADVISED HE DID NOT. I THEN ASKED THE DEFENDANT HIS NAME AGAIN AND HE ADVISED IT WAS WILLIAM J THOMSON. HE ADVISED HE HAD AN OHIO ID AND AN OHIO SUSPENDED DRIVER'S LICENSE. DISPATCH AGAIN ADVISED THERE WAS NO RECORD FOUND. I ASKED K-9 OFFICER NEWTON IF THE OWNER OF THE VEHICLE COULD DESCRIBE HER BOYFRIEND AND SHE ADVISED HE WAS APPROXIMATELY 5'9" 170 POUNDS, BALDING HAIR, A GOATEE, AND NUMEROUS TATTOOS ON HIS BODY. THE INDIVIDUAL I WAS OUT WITH MATCHED THAT DESCRIPTION. THE DEFENDANT WAS DETAINED, HANDCUFFED (DOUBLE LOCKED) AND TRANSPORTED BACK TO THE SCENE OF THE ACCIDENT. THE OWNER OF THE VEHICLE ADVISED THAT THE PERSON IN THE REAR OF MY PATROL VEHICLE WAS HER BOYFRIEND, DAMIAN LOFLIN. I AGAIN MADE CONTACT WITH THE DEFENDANT AND HE STATED THAT HE DID NOT WISH TO SPEAK WITH ME. THE DEFENDANT WAS ADVISED HE WAS UNDER ARREST FOR OBSTRUCTION AND WAS TRANSPORTED TO THE CITRUS COUNTY DETENTION FACILITY FOR BOOKING AND PROCESSING. HIS BOND WAS SET AT $500.00 PER THE BOND SCHEDULE.
