| Comments: | Sex offenders have always lived in our communities; but it was not until passage of the community protection act of 1990 (which mandates sex offender registration) that law enforcement even knew where they were living. In many cases, law enforcement is not able to share that information with you. Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated. Further, such abuse could potentially end law enforcement's ability to do community notifications. We believe the only person who wins if community notification ends is the sex offender, since sex offenders drive their power through secrecy. According to official documents DAVID A CARBARY at age 54 sexually assaulted a known minor female. The sexual contact began when the victim was 12 yoa and continued until she was 14 yoa. CARBARY had fondled and performed oral sex on the victim. In addition he photographed and video recorded one of the sexual assaults. He also bought the victim clothing and gifts to photograph her naked. On 6-2007 Kitsap County Sheriffs were notified. A search warrant was served on CARBRY'S home and nude photos of the victim were located. CARBARY was arrested on 8-2007. CARBARY was convicted and sentenced to confinement in prison on 10-2007. He was released on 1-7-2015 and is currently under WA DOC Supervision. He will be supervised by the WA DOC Everett Field Office. " Probation Conditions Do not work at or be in places frequented by minors Do not enter sex related business to include X-Rated movies Do not use/possess/purchase/consume alcohol Submit to a plethysmograph examination as directed Maintain lawful employment and provide proof of employment to DOC staff Notify CCO of any arrest or citations Do not enter parks, playgrounds or schools Do not use/possess/consume any controlled substances without a lawfully issued prescription Do not possess or peruse pornographic materials unless authorized Do not purchase, own or have in your possession or under your control any firearm or deadly weapon Do not possess paraphernalia that can be used for ingestion or processing of controlled substances Have no contact with minors Submit to polygraph examination as directed Submit to urine testing as directed Shall reside at a location and under living arrangement as approved by CCO Do not connect with or call any phone service that provides sexually explicit conversations Do not commit a crime that mirrors originating offense Do not enter bars, taverns or lounges, do not consume alcohol Register with sheriff's office in the county of residence as required Do not possess any paraphernalia for the use of controlled substances Do not possess, use, or own any firearms or ammunition Shall not possess or peruse pornographic materials unless authorized Do not work at or be in places frequented by minors You shall not seek employment or volunteer positions which place you in contact with or control over minor children Do not have direct or indirect contact with any victim Enter into and participate in psychosexual treatment as directed You shall work at DOC approved employment No hitchhiking or picking up hitchikers Shall abide by curfew rules as directed Shall not enter into or frequent business establishments or areas that cater to minor children without being accompanied by a responsible adult such establishments may include but are not limited to video game parlors, parks, pools, skating rinks, school grounds, malls or any areas routinely used by minors as areas of play/recreation |
