| Comments: | Sex offenders have always lived in our communities; but it was not until passage of the community protection act of 1990 (which mandates sex offender registration) that law enforcement even knew where they were living. In many cases, law enforcement is not able to share that information with you. Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated. Further, such abuse could potentially end law enforcement's ability to do community notifications. We believe the only person who wins if community notification ends is the sex offender, since sex offenders drive their power through secrecy. According to official documents between 5-1994 and 8-1994 David L Westbrook (age20) had sexual contact with a known 14 year old female. On 12-1994 CPS notified Law Enforcement that the victim had become pregnant and Westbrook was the father. Law enforcement contacted the victim who refused to cooperate. In 6-1995 the victim contacted law enforcement and advised she was ready to cooperate with prosecution. Westbrook was charged and pled guilty to Child Molestation 3rd degree in 4-1996. He was sentenced to 13 months in prison with 24 months community placement. He was released 5-1997 at age 24. In 4-2011 Westbrook (age 37) physically and sexually assaulted his girlfriend of a year and a half. Official documents state Westbrook had an active No Contact Order with his girlfriend. The two had been living together and were evicted and living on the street. Police were dispatched to a location where they located the adult victim lying under a trailer with her pants pulled down to her knees. She told police Westbrook had become angry with her after they had been drinking. The victim was attempting to walk away when Westbrook grabbed the victim by the hair and assaulted her by punching her in the head. Westbrook dragged her under the trailer while hitting her and threatening to kill her. He then ordered her to perform oral sex on him which she did out of fear. Westbrook demanded intercourse which the victim again complied out of fear. The victim was able to escape and yell for help. Westbrook was arrested and charged with several felony crimes. On 9-2011 Westbrook pled guilty to RAPE in the 3rd Degree. He was sentenced to 60 months in prison with 36 months Community Supervision.
