| Comments: | In 1990 Douglas R. HIGGINS was convicted of Rape in the 2nd Degree in Snohomish County. Official documents state that HIGGINS, while on parole for the rape of a 13 year old female (offense detailed below), made sexual advances toward a 16 year old female that was a guest in his home. HIGGINS forcibly raped the victim. HIGGINS and his wife tried to dissuade the victim from reporting the crime. During this investigation an additional victim was revealed. This victim (age 11), a relative of HIGGINS, dislosed HIGGINS had repeatedly molested her over a period of months. This additional charge was dropped as a result of the plea negotiations in the Rape 2nd degree. In 1983 HIGGINS (age 23) was convicted of Statutory Rape 2nd degree. According to official file documents, HIGGINS purchased beer for the 13 year old female victime, then drove her to an isolated area where he pulled out a knife and threatened to kill her if she did not do as he said. HIGGINS sexually assaulted the victim, drove to another isolated location and sexually assaulted the victim again. HIGGINS threatened to kill the victim if she told anyone of the assault. In 1978 while in the military HIGGINS (age 18) approached a female soldier (age 28) who was unknown to him and began a conversation with her. HIGGINS persuaded her to accompany him in his car as he drove around the military base. HIGGINS drove her to an isolated area and took out a knife and told her to be quiet and she would not get hurt. The victim attempted to escape; HIGGINS put the knife to her throat and again threatened her life. The victim continued to struggle and finally succeeded in escaping. HIGGINS was charged with Unlawful Imprisonment and Assault with intent to Commit Rape and ultimately HIGGINS pled guilty to Unlawful Imprisonment. Official file documents state HIGGINS has additional sex-offense victims stemming from incidents that occurred when he was a juvenile. He has not been charged in these cases. In 1999, HIGGINS was civilly committed to the Department of Social and health Services (DSHS) Special Commitment Center (SCC) because of his sexual criminal history and mental heath issues. Since that time, he has been involved in sex offender treatment and has continued treatment without significant interruption of services. HIGGINS was transferred to the Less Restrictive Alternative Treatment Program in 2007 and was involved in supervised community interaction. In 2010, HIGGINS relocated from the Less Restrictive Alternative Treatment Program on McNeil Island to the community. HIGGINS was under the supervision of the Washington State Department of Corrections, and a Transition Team that oversaw his gradual unconditional release into the community. As of March 29, 2012, HIGGINS was unconditionally released into the community. Due to his sexual criminal history HIGGINS has been classified a LEVEL 3 sex offender. |
