| Comments: | OROZCO, Frank has recently been released from custody and is living in now living in Pierce County. Orozco is a Level 3 Registered Sex Offender. Orozco's most recent incarceration was due to convictions for Unlawful Possession of a Firearm in Pierce County and Unlawful Possession of a Firearm & Failure to Register as a Sex Offender in Thurston County, both in 1999. According to official documents, Orozco was impersonating a police officer and pulling over female motorists. He had worked as a security guard for several security agencies and had access to a security vehicle. During the search of Orozco's residence, police located a 9-mm semi-automatic handgun and a .22 caliber rifle. Also found were numerous police-type radios, body armor, clothing, badges, and business cards. Earlier that same year, Olympia police had contact with Orozco while he was working as a security guard and noticed he was carrying a handgun. Orozco had also resided in Olympia during this time period and failed to register his address with the Sheriff's office. Sex Offense History: According to file material, in 1983 Orozco sexually assaulted an unknown 12-year old female. Orozco knocked on the victim's door and when she answered, he pushed his way into the residence. Orozco then produced a small handgun, forced the victim into the bedroom, and sexually assaulted her. During the entire incident, Orozco waved the gun around and threatened to kill the victim. The victim saw Orozco a few weeks later at a restaurant and notified the police. History: Orozco admitted to two incidents in which he got female minors intoxicated and had sexual intercourse with them. These incidents were not reported. File material also indicates Orozco has admitted to other sexually deviant acts. He reported that he began peeping when he was 19 years old and has done this over 1000 times. Orozco must provide his criminal history to all future employers and shall not be employed in security or law enforcement related fields. Orozco shall not be self-employed. |
