Commentaries: | Comments According to official documents, Young was convicted of Three (3) counts of Rape in the 1st degree and Assault 2nd degree. The victims in his crimes were all female strangers between the ages of 20 and 28.They were all abducted from parking lots at convenience stores and driven to locations and raped at knife point. Young was given a term of up to 30 years in prison in October of 1972. He was released to parole in October of 1975. After 1 day his parole was revoked. His next parole violation took place in January of 1988 when Young failed to report to his Corrections Office and he was located in Florida and returned to prison again. He again had his parole revoked after he was arrested in Spokane for Kidnapping in the 1st Degree and Attempted Kidnapping in the 1st degree. The victims who were adult females had a flat tire on their vehicle and Young stopped in his van and offered to assist them. The victims felt that he had been drinking and declined his help and began walking to a nearby store when Young grabbed one of the women and was armed with a knife. The victims were able to get away from Young and called the police. Young was found guilty by jury trial in May of 1990 and was given a term of 154 months in prison for the Kidnapping conviction and 121 months for the Attempted Kidnapping conviction which ran as consecutively with his 1972 King County Convictions. After serving his sentence in prison he was transferred to the Special Commitment Center in December of 2001. Young briefly participated in individual counseling after his arrival at the Special Commitment Center in 2001 but he did not engage in structured sex offense-specific treatment during his stay at the Special Commitment Center. Due to his age, medical issues and years of confinement he no longer meets the definition of a sexually violent predator and was released by the courts. Young will be on active supervision for a period of 1 year with the Marysville Office of the Department of Corrections: 360-658-2150 Do not have direct or indirect contact with any victim Do not patronize any establishment where alcohol is the chief commodity for sale, ie taverns, lounges, etc Do not purchase, own or have in your possession or under your control any firearm or deadly weapon Do not soccialize with any females without the approval of his supervising Community Corrections Officer Do not use illegal or controlled substances without valid prescription from a licensed physician Maintain lawful employment and provide proof of employment to DOC staff as directed Obtain permission from CCO before changing residence Obtain permission from CCO before changing residence or employment Obtain written permission before traveling outside of county in which you reside, unless advised in writing by the CCO that it is not necessary to do so Remain within or outside geographic boundaries as directed Report to and be available for contact with assigned community corrections officer as directed Secure written permission from your CCO before leaving Washington State Shall reside at a location and under living arrangements as approved by CCO Submit to polygraph examinations at your own expense, no less than once every 90 days Supmit to urinalysis and breathalyer testing as required, Work at the DOC-approved education, employment, and /or community service |
