| Commentaries: | Comments According to official records, Thomas was convicted of the crime of Rape in 1st Degree on September 26, 1980. Thomas who was 17 years old at the time of the crime was given a deferred sentence with maximum of life and admitted to Western State Sexual Psychopath Program. On 10-6-1981 he was terminated from the program for lack of process and sentenced to maximum of Life in prison. The victim in his crime was an 3 year old male. Thomas took his victim from in front of the victim's residence, punched him in the stomach and forced him into a vehicle. The victim was taken to a park where Thomas was employed and took him to the restroom. Thomas then bound the victim at his wrists with tape and sexually assaulted him. Thomas left the victim in the restroom and the victim's screams alerted employees of the park. The police arrived and victim was taken to the hospital for treatment. Thomas while in prison completed Sex Offender treatment. Thomas was released from Prison and registered on March 20, 2012. Enter into and complete the community based sex offender treatment. He shall not have contact with minors unless accompanied by a responsible adult who is capable of protecting the child, who knows of the conviction, and has been approved of in advance by his Community Corrections Office and his sexual deviancy treatment provider. Shall have no contact with minors. Shall not date women nor form relationships with families who have minor children unless he received prior approval from his Community Corrections Officer. Shall not enter King County without written appoval. Shall not enter parks, playgrounds or schools. Shall not leave Snohomish County without permission. Shall not leave the state of Washington without written permission. Shall not loiter or frequent places where children tend to congregate, including but not limited to shopping malls, school, playgrounds, parks, public pools, skating rinks, and video arcades without prior approval from his Community Corrections Officer. Shall not possess or peruse pornographic materials. Shall not purchase, own have in his possession or under his control any firearm. Shall not work at or be in places frequented by minors. Subject to GPS tracking as directed by his Community Corrections Officer. |
