| Commentaries: | Comments Abide by curfew rules as directed by supervising CCO According to official documents Neil pled guilty in King County Superior Court on 04/05/2007 to one count of Communication with a Minor for Immoral Purposes and one Count of Incest Second Degree. He was sentenced to 20 to 60 months in prison for Incest and 12 months in custody for Communication with a Minor for Immoral Purposes. Both of these sentences were served concurrently. The incest conviction was the result of Neil sexually assaulting the known male victim from when he was 16 to 18 years old. The Communication with a Minor for Immoral Purposes conviction was the result of Neil exposing his penis to the known 14 year old male victim, and asking him to touch it. On 12/17/1993 Neil pled guilty in the Fourth Judicial District Court Utah County, State of Utah to one count of Attempted Rape. He received a suspended sentence of 1 to 15 years in prison and was placed on probation for a period of 36 months. This conviction was the result of Neil attacking an unknown adult female walking on a trail. He approached the victim and engaged her in conversation. The victim felt in danger and turned off the trail when Neil grabbed her arms and restrained her. She fought with him and screamed. She was able to break free. She was assisted by subjects who had heard her screams. They held Neil until police arrived. Neil admitted that he had approached the victim with the intent to rape her. Neil complteted the sex offender treatment program during his recent prison sentence. He is on active supervision with the Washington State Department of Corrections, Everett field office (425)290-3200, until at least 02/11/2012. Neil has the following conditions: Do not access the internet or email by electronic devices on any computer in any location, unless access is approved by CCO and Treatment provider. Any computer that has access to the internet is subject to search Do not access the internet without developing a written safety plan approved by your CCO and sexual deviancy therapist and installing any special equipment on your computer required by you CCO as part of your safety plan Do not date women nor form relationships with families who have minor children, as directed by CCO Do not enter parks, playgrounds or schools or any place where children congregate as defined by community corrections officer Do not enter sex related business to include X-rated movies Do not frequent areas where minor children are known to congregate, as defined by your therapist or supervising CCO Do not have contact with minors unless accompanied by a responsible adult who is capable of proctecting the child, who knows of the conviction, and has been approved of in advance by your CCO and your sexual deviancy treatment provider Do not have direct or indirect contact with any victim Do not participate in telephone or computer chat rooms that provide sexually explicit conversation Do not possess or access sexually explicit materials unless approved by CCS-SOTP and or CCO. Sexually explicit materials are any pictorial representations of adults or minors that are intended for sexual gratification. This includes, but is not limited to, material involving males, females, and or minors which show genitalia, bodily excretory behvior that appears to be sexual in nature, physical stimulation of unclothed genitals, masturbation, sodomy (I.E. bestiality or oral or anal intercourse), flagellation or torture in the context of a sexual relationship, or emphasizing the depiction of human genitals. Works of are or of anthropological significance are not considered sexually explicit materials . Do not possess or peruse pornographic materials unless authorized Do not purchase, own or have in your possession or under your control any firearm or deadly weapon Do not reside with anyone who is a parent/legal guardian of minor children Do not solicit prostitutes or frequent areas known for prostitution Do not use illegal or controlled substances without valid prescription from a licensed physician Do not visit or spend the night at any residence where a minor child resides Enter into and successfully complete a sex offender treatment program with a certified sex offender treatment provider Have no contact with minors Inform CCO of any romantic relationships to verify there are no victim-age children involved, and that the adult is aware of your conviction history and conditions of supervision Must consent to DOC home visits to monitor compliance with supervision. Home visits include access for the purposes of visual inspection of all areas of residence in which the offender lives or has exclusive/joint control/access Obtain written permission before traveling outside of county in which you reside, unless advised in writing by the CCO that it is not necessary to do so Remain within or outside geographic boundaries as directed Report to and be available for contact with assigned community corrections officer as directed Shall reside at a location and under living arrangements as approved by CCO Submit to polygraph examinations as directed Submit to search of your person, residence, vehicle and possessions whenever requested by CCO You may not leave the State of Washington without prior written permission from the ISRB and your CCO |
