| Comments: | Sex offenders have always lived in our communities; but it was not until passage of the community protection act of 1990 (which mandates sex offender registration) that law enforcement even knew where they were living. In many cases, law enforcement is not able to share that information with you. Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated. Further, such abuse could potentially end law enforcement's ability to do community notifications. We believe the only person who wins if community notification ends is the sex offender, since sex offenders drive their power through secrecy. According to official documents GREGG P GOWEN between the ages of 37 and 38 years of age had intercourse with two known 12 year old females and a known 15 year old female. The sexual contact and intercourse incidents took place between 9/2001 and 11/2002. All victims at one time or another had lived in the residence with GOWEN either as a runaway or reportedly hired by GOWEN to be a "Nanny" to his son. GOWEN would provide alcohol, marijuana and pills which one victim thought may have been "speed". All victims reported multiple incidents of sexual contact and intercourse by GOWEN. CPS and Law Enforcement investigated. GOWEN was arrested and charged with multiple sex crimes. On 7/7/2003 GOWEN pled guilty to amended charges and was sentenced to 50 months confinement on the charge Rape of a Child 3rd Degree and 156 months on two counts of Rape of a child 2nd Degree. GOWEN was released on 1/6/2015. GREGG P GOWEN is currently under WA DOC Supervision. He will be supervised by the WA DOC Marysville Field Office for life, 360-658-2150.
