SUBMITTED BY: WEATHERFORD, D KEAGON 0710 (AR11121590) DID, KNOWING HIS DRIVER'S LICENSE OR DRIVING PRIVILEGE HAD BEEN CANCELLED, SUSPENDED OR REVOKED, DRIVE A MOTOR VEHICLE UPON THE HIGHWAYS OF THIS STATE WHILE SUCH LICENSE OR PRIVILEGE WAS CANCELLED, IN VIOLATION OF FLORIDA STATE STATUTE 322.34(2) AND DID KNOWINGLY OPERATE, ON THE ROADS OF THIS STATE, A VEHICLE THAT HAD NOT BEEN REGISTERED, IN VIOLATION OF FLORIDA STATE STATUTE 320.02(1) DID ATTACH TO A MOTOR VEHICLE, ANY LICENSE PLATE OR VALIDATION STICKER, NOT ASSIGNED TO THAT VEHICLE, IN VIOLATION OF FLORIDA STATE STATUTE 320.261. ON 070411, I WAS TRAVELING SOUTHBOUND ON SOUTH SUNCOAST BOULEVARD IN THE AREA OF WEST VENABLE STREET IN CRYSTAL RIVER WHEN I OBSERVED A BLUE JEEP GRAND CHEROKEE TRAVELING IN FRONT OF ME. I OBSERVED THAT THE VEHICLE HAD NO TAG LIGHT, AT WHICH TIME I INITIATED MY OVERHEAD EMERGENCY LIGHTS. THE DEFENDANT PULLED IN TO THE PARKING LOT OF THE CIRCLE K CONVENIENCE STORE, LOCATED AT THE INTERSECTION OF SOUTH SUNCOAST BOULEVARD AND WEST OZELLO TRAIL IN CRYSTAL RIVER. UPON APPROACHING THE VEHICLE, I OBSERVED A WHITE MALE SUBJECT, LATER IDENTIFIED AS THE DEFENDANT, MR HAROLD SCOTT, IN THE DRIVER SEAT. I ADVISED THE DEFENDANT OF THE REASON FOR THE TRAFFIC STOP AND ASKED FOR HIS DRIVER'S LICENSE, THE VEHICLE REGISTRATION AND PROOF OF INSURANCE. THE DEFENDANT HANDED ME A FLORIDA DRIVER'S LICENSE BUT ADVISED HE DID NOT HAVE A FLORIDA REGISTRATION OR AN INSURANCE CARD. I RETURNED TO MY PATROL VEHICLE AND RAN THE TAG ATTACHED TO THE DEFENDANT'S VEHICLE, TAG NUMBER ALGI75, IN FCIC/NCIC. INFORMATION CAME BACK THAT THE TAG WAS UNREGISTERED. I ALSO RAN THE DEFENDANT'S DRIVER'S LICENSE NUMBER THROUGH FCIC/NCIC AND WAS ADVISED THE DEFENDANT'S DRIVER'S LICENSE WAS SUSPENDED INDEFINITELY AS OF 060111, FOR FAILURE TO PAY TRAFFIC FINES AND SUSPENDED INDEFINITELY ON 060211 ALSO FOR FAILURE TO PAY TRAFFIC FINES. THE INFORMATION ALSO ADVISED THAT NOTICE HAD BEEN GIVEN AS REQUIRED BY FLORIDA STATE STATUTE 322.251. I RETURNED TO THE DEFENDANT AND ASKED HIM WHERE HE HAD GOTTEN THE TAG. THE DEFENDANT STATED IT CAME OFF OF HIS OLD JEEP AND THAT HE HAD PUT IT ON THIS JEEP, WHICH HE PURCHASED APPROXIMATELY TWO WEEKS AGO. I THE RAN THE VEHICLE IDENTIFICATION NUMBER THROUGH FCIC/NCIC WHICH REVEALED THAT THE VEHICLE WAS UNREGISTERED. THE DEFENDANT WAS PLACED UNDER, HANDCUFFED (DOUBLE LOCKED) BEHIND HIS BACK, SECURED IN THE REAR SEAT OF MY PATROL VEHICLE AND TRANSPORTED TO THE CITRUS COUNTY DETENTION FACILITY FOR FURTHER PROCESSING. PRIOR TO LEAVING THE SCENE, THE DEFENDANT'S VEHICLE WAS SECURED AND LEFT ON SCENE, PER THE DEFENDANT'S REQUEST. UPON ARRIVAL, THE DEFENDANT WAS BOOKED ON ONE COUNT OF DRIVING WHILE LICENSE SUSPENDED, KNOWINGLY; ONE COUNT OF NO MOTOR VEHICLE REGISTRATION; AND ONE COUNT OF ATTACHED TAG NOT ASSIGNED. THE DEFENDANT'S BOND WAS SET AT A TOTAL OF $900.00, PER THE BOND SCHEDULE. THE DEFENDANT WAS ISSUED A FLORIDA UNIFORM TRAFFIC CITATION, CITATION NUMBER 4053-GQF7, FOR DRIVING WHILE LICENSE SUSPENDED, KNOWINGLY, with A MANDATORY COURT APPEARANCE DATE ON 072111 AT 1300 HOURS AT THE CITRUS COUNTY COURTHOUSE. THE DEFENDANT WAS ALSO FLORIDA UNIFORM TRAFFIC CITATION NUMBER 4052-GQF6, FOR NO MOTOR VEHICLE REGISTRATION, AND CITATION NUMBER 4051-GQF5, FOR ATTACHED TAG NOT ASSIGNED, BOTH WITH MANDATORY COURT APPEARANCE DATES ON 072111 AT 1300 HOURS AT THE CITRUS COUNTY COURTHOUSE.
