SUBMITTED BY: STRICKLAND, JASON 0583 (AR10117204) DID, KNOWING HIS DRIVER'S LICENSE OR DRIVING PRIVILEGE HAD BEEN CANCELLED, SUSPENDED OR REVOKED, DRIVE A MOTOR VEHICLE UPON THE HIGHWAYS OF THIS STATE WHILE SUCH LICENSE OR PRIVILEGE WAS CANCELLED, IN VIOLATION OF FLORIDA STATE STATUTE 322.34(2)(A). DID OPERATE A MOTOR VEHICLE UPON THE HIGHWAYS OF THE STATE OF FLORIDA KNOWINGLY, WITHOUT THE VEHICLE BEING REGISTERED, IN VIOLATION OF FLORIDA STATE STATUTE 320.02(1). ON 100310 AT APPROXIMATELY 1812 HOURS, I RESPONDED TO THE AREA OF EAST TRAILS END ROAD AND SOUTH HOLLOW POINT IN REFERENCE TO BACKING UP DEPUTY WILSON ON A TRAFFIC STOP. UPON ARRIVAL I MADE CONTACT WITH DEPUTY WILSON, WHO ADVISED that HE WAS TRAVELING DOWN EAST TRAILS END ROAD HEADING EAST, WHERE HE WAS FOLLOWING THE DEFENDANT'S VEHICLE, WHICH WAS TRAVELING 2 TO 3 MILES PER HOUR (MPH) IN A 25 MPH SPEED LIMIT ZONE. DEPUTY WILSON ALSO ADVISED THAT DURING this TIME THERE WERE APPROXIMATELY SIX TO EIGHT VEHICLES THAT WERE FOLLOWING BEHIND HIS PATROL VEHICLE, WHERE AT that TIME HE THEN CONDUCTED A TRAFFIC STOP ON SAID VEHICLE FOR IMPEDING THE FLOW OF TRAFFIC. UPON MAKING CONTACT WITH THE DEFENDANT, HE WAS ADVISED BY THE DEFENDANT THAT HE DID NOT HAVE A VALID DRIVER'S LICENSE DUE TO THE FACT THAT IT HAD BEEN REVOKED FOR DRIVING UNDER THE INFLUENCE (DUI) AND ALSO THAT THE VEHICLE THAT THE DEFENDANT WAS OPERATING WAS NOT REGISTERED. AFTER SPEAKING WITH DEPUTY WILSON, I THEN MADE CONTACT WITH THE DEFENDANT, WHO ADVISED ME THE SAME INFORMATION. AT THAT TIME THE DEFENDANT WAS THEN ASKED TO STEP OUT OF HIS VEHICLE, WHERE HE WAS PLACED UNDER ARREST FOR DRIVING WHILE LICENSE SUSPENDED OR REVOKED KNOWINGLY AND ALSO OPERATING AN UNREGISTERED MOTOR VEHICLE ON A STATE ROAD OR HIGHWAY IN the STATE OF FLORIDA. AT THAT TIME THE DEFENDANT'S HANDS WERE SECURED IN HANDCUFFS (DOUBLE LOCKED) BEHIND HIS BACK WHERE HE WAS PLACED IN THE REAR SEAT OF MY PATROL VEHICLE AND TRANSPORTED TO THE CITRUS COUNTY DETENTION FACILITY FOR FURTHER PROCESSING. UPON ARRIVAL TO THE DETENTION FACILITY, THE DEFENDANT WAS TURNED OVER TO DETENTION FACILITY STAFF, WHERE AT THAT TIME THE DEFENDANT WAS ISSUED FLORIDA UNIFORM TRAFFIC CITATION NUMBER 8326-FRY-8 FOR DRIVING WHILE LICENSE SUSPENDED KNOWINGLY WITH A BOND OF $10,000.00. THE DEFENDANT WAS ALSO ISSUED FLORIDA UNIFORM TRAFFIC CITATION NUMBER 8327-FRY-9, FOR OPERATING AN UNREGISTERED MOTOR VEHICLE WITH A BOND OF $500.00. THE DEFENDANT WAS ALSO PROVIDED WITH A CITRUS COUNTY SHERIFF'S OFFICE WRITTEN WARNING, NUMBER 302036B, BY DEPUTY WILSON, FOR IMPEDING THE FLOW OF TRAFFIC. IT SHOULD BE NOTED that THE DEFENDANT'S VEHICLE WAS TOWED BY ADVANCED TOWING. NO FURTHER ACTION TAKEN.
