| Comments: | Sex offenders have always lived in our communities; but it was not until passage of the community protection act of 1990 (which mandates sex offender registration) that law enforcement even knew where they were living. In many cases, law enforcement is not able to share that information with you. Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated. Further, such abuse could potentially end law enforcement's ability to do community notifications. We believe the only person who wins if community notification ends is the sex offender, since sex offenders drive their power through secrecy. According to official documents JACK S BETHARDS pled guilty on 1-2006 to Rape of a Child 2nd Degree and Assault 2nd Degree in Snohomish County Superior Court. BETHARDS was sentenced to 158 month for the Rape of a Child 2nd Degree and 20 months for the Assault 2nd degree. BETHARDS admitted having a sexual relationship with a known female from the ages of 13 to 18. The victim was the daughter of his girlfriend whom he had been dating for 6 years. The sexual contact continued until the day prior to Police interviewing BETHARDS. While serving his sentence, BETHARDS attended and completed the DOC Sex Offender Treatment Program.
