| Commentaries: | Comments According to official documents Overlin pled guilty in Snohomish County Superior Court on 01/21/2004 to one count of Third Degree Rape. He was sentenced to 29 months in prison. This conviction was the result of Overlin sexually assaulting the 15 year old female victim. The victim described knowing Overlin in passing for a few months but had no substantial relationship with him. Overlin had invited the victim to a residence where they were drinking alcohol. The victim told Overlin she did not feel well and he told her she could lie down in a bedroom. A short time later Overlin entered the room and sexually assault the victim. During the sexual assault Overlin used his hand and a pillow to smother the victim to the point she was having difficulty breathing. Overlin also made threats to kill the victim and told her he was going to cut her throat. Overlin is on active supervision with the Washington State Department of Corrections Marysville Field Unit (360) 658-2150 and has the following conditions: Do not consume alcohol Do not date women nor form relationships with families who have minor children between 11 and 18 years of age as directed by supervising CCO Do not frequent area where minor children between 11 and 18 years of age are known to congregate, as defined by the supervising CCO Do not initiate or prolong contact with minor children between the ages of 11 and 18 without the presence of an adult who is knowledgeable of the offense and has been approved by the supervising CCO Do not possess or access pornographic materials, as directed by the supervising CCO, nor frequent establishments whose primary business pertains to sexually explicit or erotic material. Do not remain overnight in a residence where minor children between 11 and 18 years of age live or are spending the night Do not seek employment employment or volunteer positions which place you in contact or control over children who are between 11 and 18 years of age Do not use, possess, or consume any controlled substance without a lawfully issued prescription Have no direct or indirect contact with victim for a period of five years Must consent to DOC home visits to monitor compliance with supervision. Home visits include access for the purposes of visual inspection of all areas of residence in which the offender lives or has exclusive/joint control/access Participate in offense related counseling programs, to include sexual deviancy treatment and DOC sponsored offender groups, as may be directed by the supervising CCO Participate in urinalysis, breathalyzer, plethysmograph and polygraph examinations as directed by supervising CCO to ensure conditions of community custody Your residence, living arrangements and employment must be approved by the supervising CCO |
