| Comments: | According to official documents, on Febuary 11th, 1981 James S. ALLEN was convicted of Indecent Liberties in King County. ALLEN (age 16) sexually assault a known female (age 5). He was subsequently sentenced to 2 months in detention. In August, 1990 ALLEN was convicted of 3 counts of Communication with a Minor for Immoral Purposes for molesting 3 minor females in a park where no prior relationship existed. In May of 1998 ALLEN was convicted of Child Molestation 1st degree for molesting 2 minor female children over a period of 2 years. ALLEN resided with the victims during this time. According to official documents ALLEN was arrested July of 1993 and initially charged with Kidnapping 2nd degree and Child Molestation 1st degree. ALLEN was accused of abducting a 5 year old female, ALLEN had just met the girl and her mother and followed them into their apartment. The child was found to be not a competent witness and the mother failed to cooperate. A Judge acquitted ALLEN of all charges during a bench trial. In June of 1993 ALLEN was arrested for assaulting 2 minor non familiar females in a park. ALLEN made sexual comments to both of them and touched their "crotch" area. ALLEN was convicted and sentenced to 1 year in jail. ALLEN was found to meet the criteria of a sexually violent predator and civilly committed to the Special Commitment Center (SCC) on McNeil Island in 2005. In December 2012, ALLEN was authorized to leave the Secure Commitment Center (SCC) on McNeil Island and reside at the Secure Community Transition Facility (SCTF) on McNeil Island which has less supervision. ALLEN will be escorted when he leaves his secure housing and is also on community supervision through the Department of Corrections (DOC).
