| Comments: | According to official documents, in 2007 James PARKER (then 43 years old), exposed himself to a 10 year old female and 12 year old male. PARKER had been hanging around a fishing dock all day giving the children fishing tips. PARKER approached the victims in a boat with his pants around his ankles, exposing himself, with only a fishing net covering his lap. PARKER walked to his vehicle still naked with his pants around his ankles. A female adult witness also observed what happened and thought PARKER seemed to be, Mental or drunk. The children pointed out PARKER's vehicle as he left and a park employee obtained his vehicle's license plate. When PARKER was questioned, he said he only had two beers and denied exposing himself to the children. The officers noted PARKER appeared sunburned and the same vehicle seen leaving the scene was at PARKER's residence. PARKER was originally charged with two counts of Indecent Exposure, but later pled to Indecent Exposure with Sexual Motivation and sentenced to 14 months in prison. In 2000 and 2001, PARKER (then 36 years old), knowingly possessed child pornography. The police were called by PARKER's live in ex girlfriend who accused PARKER of having the child pornography. Officers discovered the child pornography and also discovered PARKER committed voyeurism against a 19 year old female who was a friend of PARKER's then girlfriend. The 19 years old victim remembered PARKER pulling the covers off of her while she was sleeping at night, moving her clothing, and sexually touching her. A video showing the naked 19 year old victim was found with the child pornography. The girlfriend's eight year old daughter reported PARKER showed her pornographic movies, exposed himself to her, and molested her. PARKER was originally charged with Possessing Depictions of Minors Engaged in Sexually Explicit Conduct, Voyeurism, and Child Molestation 1st Degree. In late 2001, PARKER pled guilty to Possessing Depictions of Minors Engaged in Sexually Explicit Conduct, Voyeurism, and Communication with a Minor for Immoral Purposes. In 1986, PARKER was arrested for Indecent Exposure while in the Army, but he was not charged and was disciplined by the Army. Due to PARKER's sexual and criminal history, he has been classified as a LEVEL 3 Sex Offender. This allows the Pierce County Sheriff's Department to disclose relevant, necessary, and accurate information to the public at large. |
