| Comments: | Sex offenders have always lived in our communities; but it was not until passage of the community protection act of 1990 (which mandates sex offender registration) that law enforcement even knew where they were living. In many cases, law enforcement is not able to share that information with you. Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated. Further, such abuse could potentially end law enforcement's ability to do community notifications. We believe the only person who wins if community notification ends is the sex offender, since sex offenders drive their power through secrecy. According to official documents, between 4-1999 and 3-2003 JAMES STOGSDILL age 32 to 36 years old sexually assaulted two known female victims ages of 12 and 14 at the time of the offense. The first victim was sexually assaulted on several occasions after STOGSDILL developed a relationship with the victim's mother which began in 1994. The second victim met STOGSDILL in the parking lot of a retail store when STOGSDILL pulled his vehicle over and began talking to her. STOGSDILL gave the victim his cell phone number and asked how old she was. She responded 14. STOGSDILL remained in contact with the victim and sexually assaulted her on several occasions. STOGSDILL pled guilty on 3-2005 to RAPE OF A CHILD 2nd degree in Pierce County Superior Court which encompassed both victims. JAMES STOGSDILL is under lifetime WA DOC Supervision.
