| Comments: | According to official documents, Wallin was convicted of child molestation 1st degree on 06-23-95. Wallen had sexual contact with a known female beginning when she was 8 years old until she was 13 years old. Sexual contact included fondling her vaginal area, performing oral sex on her, and forcing her to perform oral-penile sex on him. Wallin also watched the victim while she showered. Part of Wallin?s offense history includes cutting clothing of the victim to gain access. Wallin was sentenced to 51 months confinement and was granted a Special Sexual Offender Sentencing Alternative. This means Wallin was released under Community Supervision while continuing sex offender treatment. Wallin?s SSOSA sentence was revoked on 03-26-96, due to numerous violations. He was sentenced to serve 51 months in prison at that time. Wallin was released from prison on 04-29-98. Wallin refused to participate in sex offender treatment while incarcerated. Wallin has been arrested two times since his release for violations of his supervision. The first violation involved his repeated contact with a 16 year old female at an espresso stand in Everett. On 08-09-01 Wallin was arrested for violation of his conditions of supervision. The specific circumstances of the violations were that Wallin on or about 07-21-01 had contact with two minor children in North Everett. He was cruising the neighborhood and had approached a six year old girl and a separate eight year old girl and photographed their feet. On or about 07-21-01 Wallin had gone to a place where minors congregate and did have contact with minor children. Wallin possessed photographs of children playing in water. He admitted that he had taken these photographs while at Twin Lakes County Park. Wallin was originally rated as a Level I sex offender. Wallin was sent again to prison on 8-5-2003 until his release in December of 2005. Due to his continued contact with minor children constituting a future dangerousness his rating has been increased to Level III. |
