| Comments: | According to official documents on 2/4/12 a 13 year old female victim disclosed that she and BROWN were "hanging out" at a mutual friend's home. BROWN had purchased beer which he gave to her, she also smoked some marijuana. BROWN and the victim were outside the mutual friend's house when she told him she was 13 years old. BROWN started kissing and grabbing her, and took her to a bedroom where he sexually assaulted her. When BROWN heard footsteps he stopped and told her to get dressed. BROWN took the victim to another bedroom where he sexually assaulted her again. The homeowner came into the bedroom and saw BROWN getting dressed. BROWN was told to leave the residence, which he did. BROWN later turned himself in to the Oak Harbor Police Department but only admitted to fondling and kissing. BROWN plead guilty to Indecent Liberties with an exceptional sentence.
