SUBMITTED BY: HUGHES, JAMES 0500 (AR11123819) DID, KNOWING HIS DRIVER'S LICENSE OR DRIVING PRIVILEGE HAD BEEN CANCELLED, SUSPENDED OR REVOKED, DRIVE A MOTOR VEHICLE UPON THE HIGHWAYS OF THIS STATE WHILE SUCH LICENSE OR PRIVILEGE WAS CANCELLED, IN VIOLATION OF THE FLORIDA STATE STATUTE 322.34(2). ON 120611, AT APPROXIMATELY 0115 HOURS, WHILE TRAVELING SOUTHBOUND ON SOUTH SUNCOAST BOULEVARD APPROXIMATELY ONE HALF MILE NORTH OF THE HERNANDO COUNTY LINE, I OBSERVED A VEHICLE TRAVELLING NORTHBOUND. IT APPEARED TO BE A MOTORCYCLE THAT APPEARED TO BE TRAVELING OVER THE POSTED SPEED OF 60 MILES PER HOUR (MPH). I ESTIMATED THE VEHICLE'S SPEED TO BE APPROXIMATELY 110 MPH. AT THAT TIME I ACTIVATED MY FRONT RADAR AND GOT A CLEAR DOPPLER TONE WITH A DIGITAL READ OUT OF 114 MPH. AS THE VEHICLE WENT PAST ME, I TURNED AROUND ON THE MOTORCYCLE AND BEGAN HEADING NORTHBOUND BEHIND THE MOTORCYCLE. I OBSERVED THE DRIVER OF THE MOTORCYCLE TO BE WEARING A BLACK JACKET WITH A WHITE IN COLOR HELMET. UPON THE VEHICLE SLOWING DOWN FOR THE INTERSECTION OF SOUTH SUNCOAST BOULEVARD AND HIGHWAY 98, I ACTIVATED MY OVERHEAD LIGHTS, AT WHICH TIME, THE MOTORCYCLE DRIVER, LATER IDENTIFIED AS THE DEFENDANT, MR JAYMIE GALVIN, HAD TURNED AROUND AND LOOKED AT ME BRIEFLY AND THEN THE MOTORCYCLE GAINED SPEED. AT THAT TIME I SHUT MY OVERHEAD LIGHTS OFF AND HAD GIVEN DISPATCH A DESCRIPTION OF THE VEHICLE AS WELL AS A THE DESCRIPTION OF HELMET AND JACKET THAT THE DRIVER HAD ON. I FOLLOWED THE VEHICLE, AT WHICH TIME, DEPUTY HRYC ADVISED THAT HE HAD OBSERVED THE MOTORCYCLE PULL IN to the GAS STATION AT SOUTH SUNCOAST BOULEVARD AND WEST HALLS RIVER ROAD. DEPUTY HRYC AND MYSELF LOOKED AROUND THE PARKING LOT AND HAD OBSERVED THE MOTORCYCLE AND DRIVER TO BE IN THE SOUTHEAST CORNER. THE MOTORCYCLE WAS BACKED IN TO A PARKING SPOT, AND THE DRIVER WAS SITTING ON IT. AT THAT TIME, DEPUTY HRYC AND I MADE CONTACT WITH THE DRIVER. I ASKED HIM HOW LONG HE HAD BEEN THERE, AND HE ADVISED APPROXIMATELY 20 MINUTES. I ASKED HIM IF HE WAS THE MOTORCYCLE THAT I HAD FOLLOWED NORTH ON HIGHWAY 19, AT WHICH TIME, HE PUT HIS HEAD DOWN AND ADVISED THAT HE WAS. I ASKED HIM FOR HIS DRIVER'S LICENSE AND REGISTRATION. HE PROVIDED ME WITH A CITATION THAT HE HAD RECEIVED IN PASCO COUNTY ON 120611 AT 1200 FOR DRIVING ON A SUSPENDED DRIVER'S LICENSE, HE ADVISED HE HAD JUST FOUND OUT IT WAS SUSPENDED AND HE WAS TRYING TO MAKE IT TO DUNNELLON. I ASKED HIM WHY HE WAS DOING 114 MPH, AND HE ADVISED THAT HE WAS JUST SPEEDING UP DUE TO THE LONG STRAIGHT AWAY. AT THAT TIME, I RAN THE DEFENDANT'S INFORMATION IN "D.A.V.I.D", WHICH REVEALED THAT THE DEFENDANT'S DRIVER'S LICENSE HAD BEEN SUSPENDED ON 081211, FOR FINANCIAL RESPONSIBILITIES. AT THAT TIME, I ADVISED HIM THAT HE WAS BEING PLACED UNDER ARREST FOR DRIVING WHILE LICENSE SUSPENDED. HE ADVISED THAT HE HAD SOMEONE TO COME PICK UP THE MOTORCYCLE, AND REQUESTED TO USE HIS TELEPHONE. AFTER HE HAD MADE ARRANGEMENTS TO GET MOTORCYCLE PICK UP, THE DEFENDANT WAS THEN HANDCUFFED (DOUBLE LOCKED)AND PLACED IN THE REAR OF MY PATROL VEHICLE AND TRANSPORTED TO THE CITRUS COUNTY DETENTION FACILITY FOR BOOKING AND PROCESSING. the DEFENDANT WAS ISSUED UNIFORM TRAFFIC CITATION NUMBER 8513-GJX-X FOR DRIVING WHILE LICENSE SUSPENDED (DWLS), WITH A MANDATORY COURT DATE OF 122211 AT 1300 HOURS. HE ALSO RECEIVED UNIFORM TRAFFIC CITATION NUMBER 8514-GJX-1 FOR VIOLATION OF TRAFFIC CONTROL DEVICE, WITH A FINE $166.00. THE DEFENDANT'S BOND WAS SET AT $500.00, PER THE BOND SCHEDULE.
