SUBMITTED BY: INDORATO, THOMAS 0712 (AR11119673) did, knowing HIS driver's license or driving privilege had been cancelled, suspended or revoked AS A HABITUAL TRAFFIC OFFENDER, drive a motor vehicle upon the highways of this state while such license or privilege was cancelled, in violation of Florida'S STATE Statute 322.34(5). ON 030711 AT APPROXIMATELY 2204 HOURS, WHILE CONDUCTING A SECURITY CHECK OF BEVERLY HILLS, I WAS HEADING NORTH ON ROOSEVELT BOULEVARD AT WHICH TIME I NOTICED A GOLD 4-DOOR TOYOTA DRIVING SOUTH ON S BARBOUR STREET APPROACHING A STOP SIGN AT AN EXCESSIVE SPEED. I THEN PULLED OVER TO THE SHOULDER ON ROOSEVELT BOULEVARD AT WHICH TIME I NOTICED THE 1995 GOLD 4-DOOR TOYOTA, WHICH DID NOT COME TO A COMPLETE STOP AT THE STOP SIGN BEHIND THE WHITE BAR AT the CORNER OF ROOSEVELT AND SOUTH BARBOUR STREET. THE GOLD 4-DOOR TOYOTA TURNED NORTH ONTO ROOSEVELT BOULEVARD AND PASSED ME. I POSITIONED MY VEHICLE BEHIND THE GOLD TOYOTA BEARING LICENSE PLATE 689TIL. I THEN ACTIVATED MY OVERHEAD EMERGENCY LIGHTS AND CONDUCTED A TRAFFIC STOP WITH A FINAL RESTING SPOT AT THE CORNER OF ROOSEVELT AND LECANTO HIGHWAY IN THE SHOPPING CENTER PARKING LOT. I THEN APPROACHED THE VEHICLE AND MADE CONTACT WITH THE DRIVER/DEFENDANT, MR JESS DORAN, AND ASKED FOR HIS DRIVER'S LICENSE, REGISTRATION and PROOF OF INSURANCE. WHILE THE DEFENDANT WAS TRYING TO LOCATE THESE DOCUMENTS, I ADVISED HIM OF THE REASON FOR THE TRAFFIC STOP. THE DEFENDANT THEN STATED THAT HE DID NOT HAVE HIS DRIVER'S LICENSE ON HIS PERSON AND THEN GAVE ME HIS NAME AND DATE OF BIRTH ALONG WITH THE REGISTRATION AND INSURANCE PAPERWORK. I THEN RETURNED TO MY VEHICLE AND RAN THE DEFENDANT'S NAME AND DATE OF BIRTH IN FCIC/NCIC AT WHICH TIME THE INFORMATION ON THE DEFENDANT CAME BACK AS NOT HAVING A VALID DRIVER'S LICENSE AS IT WAS REVOKED. I THEN RAN THE DEFENDANT'S INFORMATION IN DRIVER AND VEHICLE IDENTIFICATION DATABASE WHICH CAME BACK INDICATING THAT THE DEFENDANT'S DRIVER'S LICENSE WAS REVOKED ON 120610 FOR FAILURE TO PAY TRAFFIC FINES CHARGEABLE UNDER 322.25(1) WITH A NOTICE GIVEN ON 111510. I THEN RAN THE DEFENDANT THROUGH THE TELETYPE OFFICER WHO ALSO CONFIRMED THAT THE DEFENDANT'S DRIVER'S LICENSE WAS REVOKED FOR FAILURE TO PAY TRAFFIC FINES AND WAS A HABITUAL TRAFFIC OFFENDER. I THEN HAD THE DEFENDANT EXIT HIS VEHICLE, PATTED HIM DOWN FOR WEAPONS WHICH RESULTED IN NEGATIVE RESULTS. I THEN ASKED THE DEFENDANT WHY HE WAS DRIVING WITHOUT HIS DRIVER'S LICENSE ON HIMSELF, TO WHICH HE STATED that HE LEFT IT AT HOME, HOWEVER, HE DID HAVE A IDENTIFICATION CARD. I THEN ADVISED THE DEFENDANT HE WAS PLACED UNDER ARREST, HANDCUFFED, BEHIND HIS BACK, (DOUBLE LOCKED), AT WHICH TIME HE STATED "I AM GOING TO JAIL BECAUSE MY DRIVER'S LICENSE IS REVOKED". THE DEFENDANT THEN STATED THAT HE PAID ALL HIS FINES AND STILL NEEDS TO GO TO THE DEPARTMENT OF HIGHWAY SAFETY AND MOTOR VEHICLES; HOWEVER HE DOES KNOW THAT IT WAS STUPID FOR HIM TO DRIVE. THE DEFENDANT WAS THEN SECURED IN THE REAR OF MY PATROL VEHICLE AND TRANSPORTED TO THE CITRUS COUNTY DETENTION FACILITY FOR BOOKING AND PROCESSING. THE DEFENDANT WAS TURNED OVER TO THE CITRUS COUNTY DETENTION FACILITY STAFF WITHOUT INCIDENT. PRIOR TO LEAVING the SCENE, THE VEHICLE WAS LEFT SECURED WITH THE KEYS ON TOP OF THE RIGHT REAR PASSENGER'S TIRE PER THE DEFENDANT'S REQUEST. the DEFENDANT'S FATHER WAS CONTACTED VIA TELEPHONE AND ADVISED OF THE SITUATION AND THE WHEREABOUTS OF THE VEHICLE. I THEN ISSUED THE DEFENDANT A CRIMINAL CITATION NUMBER 5208GJX4 FOR KNOWINGLY DRIVING WHILE LICENSE SUSPENDED OR REVOKED HABITUALLY WITH A MANDATORY COURT APPEARANCE ON 032411 AT 1300 HOURS. THE DEFENDANT WAS ISSUED A WARNING NUMBER 324788B FOR FAILURE TO STOP AT A STOP SIGN. THE DEFENDANT'S PROPERTY, CITATION AND WARNING WAS LEFT WITH THE CITRUS COUNTY DETENTION FACILITY STAFF. THE DEFENDANT'S BOND WAS SET AT $2,000.00, PER THE BOND SCHEDULE. COPIES OF THE CITATION AND WARNING WERE LATER TURNED IN TO RECORDS.
