| Comments: | Sex offenders have always lived in our communities; but it was not until passage of the community protection act of 1990 (which mandates sex offender registration) that law enforcement even knew where they were living. In many cases, law enforcement is not able to share that information with you. Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated. Further, such abuse could potentially end law enforcement's ability to do community notifications. We believe the only person who wins if community notification ends is the sex offender, since sex offenders drive their power through secrecy. According to official documents, Frazer was convicted of Child Molestation in the 1st Degree, 2 counts on 9-24-2004. The victim in this crime was 6-7 years of age at the time of the crime. The victim was known to Frazer. The victim was assaulted on four different times. He was given a term of 96 months in prison for these crimes. While in treatment Frazer reported that he has five unadjudicated victims between the ages of 5 to 13. Frazer completed treatment while in the prison system, but his treatment summary reports that Frazer has struggled to get invested in the treatment progress.
