| Comments: | Sex offenders have always lived in our communities; but it was not until passage of the community protection act of 1990 (which mandates sex offender registration) that law enforcement even knew where they were living. In many cases, law enforcement is not able to share that information with you. Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated. Further, such abuse could potentially end law enforcement's ability to do community notifications. We believe the only person who wins if community notification ends is the sex offender, since sex offenders drive their power through secrecy. According to official documents, Strabeck was convicted of Rape of a Child in the 1st degree and Kidnapping in the 2nd degree and on 7-18-1995 he was given a term of 240 months in prison. The victim in this crime was a known 9 year old female. Strabeck had been staying the night at the victim's residence and during the night the victim awoke to Strabeck slapping her face and told her she was going with him to go "four wheeling". The victim was wrapped up in a sheet and carried to his truck. After driving a while Strabeck pulled over and engaged in sexual intercourse with the victim. The victim was returned to the home in the early morning hours. After disclosing the sexual assault the police were contacted. On 9-6-1988 Strabeck was convicted of Assault 2nd degree, Statutory Rape 2nd degree and Tampering with a Witness. Strabeck between the age of 21-22 had sexual contact with a known 13-14 year old female. Strabeck tried to induce the victim to testify falsely or withhold her testimony. In the Assault conviction, Strabeck, age 22 sexually assaulted a known 46 year old female. Strabeck entered the residence through the unlocked front door and entered the victim's bedroom. The victim asked him why he was in her bedroom and he stated that he wanted to "make love". Strabeck told the victim that they would or he would beat her up. The victim when found by a neighbor had a sore neck, was naked and bleeding. For these crimes he was given 34 months in prison. Strabeck is on active supervision with the Marysville Office of the Department of Corrections. 360-658-2150 " Probation Conditions Shall have no direct or indirect contact with any victim. Shall have no contact with minors. Shall not possess or preuse pornographic materials. Shall entere into and successfully participate in certified sex offender treatment. Shall submit to polygraph testing as requested. Shall not use, possess, purchase or consume alcohol. Shall not consume controlled substance except pursuant to lawfully issued prescriptions. Shall not work at or be in places frequented by minors. Shall not purchase, own, have in his possession or under his control any firearm or deadly weapon. Submit to breathalyzer testing as directed. Shall not enter bars, tavern or lounges. Shall not enter parks, playground or schools. |
