| Comments: | Sex offenders have always lived in our communities; but it was not until passage of the community protection act of 1990 (which mandates sex offender registration) that law enforcement even knew where they were living. In many cases, law enforcement is not able to share that information with you. Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated. Further, such abuse could potentially end law enforcement's ability to do community notifications. We believe the only person who wins if community notification ends is the sex offender, since sex offenders drive their power through secrecy. According to official documents, Ellis pled guilty to the Crime of Assault 2nd Degree and Communicating with a Minor for Immoral Purposes and was given a term of 67 months in prison. Ellis (age 32) met the 16 year old female through MySpace internet account. The victim ran away from home and met up with Ellis at an apartment in Everett, WA. Once at the apartment she was introduced to Ellis's cousin and a female. Pictures were taken of the victim, which were semi-nude and in lingerie. The pictures were then posted on an escort website and she was going on calls as a prostitute "escort". A friend of the victim visited the apartment where the victim was at and noticing the prostitution activities, informed the apartment occupants that the victim was 16 years old. Police were also contacted about this activity. The subsequentinvestigation and sting operation by the Seattle Police led to the location of victim and the arrest of Ellis. The victim was assaulted by her boyfriend. Police checked and Ellis was still in jail at the time of the assault. Ellis guilty plea specifies that he assaulted the victim with intent of prostitution. While in prison Ellis refused to attend Sex Offender Treatment. Ellis is on active supervision with the Everett Office of the Department of Corrections: 425-356-2800. " Probation Conditions Shall have no direct or indirect contact with any victim. Shall not purchase, own, have in his possession or under his control any firearm. Shall not use, possess or consume any controlled substance except pursuant to a lawfully issued prescriptions. |
