| Comments: | John E. THOMAS was convicted of CHILD MOLESTATION 1st DEGREE/DV in 2005 in Kitsap County, WA. According to official documents, THOMAS sexually assaulted two relative foster children who were placed in his residence. THOMAS disclosed sexually molesting the female victim beginning when she was 2 years old and the male victim when he was 5 years old. The offenses came to light when the Wisconsin Department of Corrections intercepted a letter that THOMAS had written to a male sex offender who was incarcerated in a Wisconsin prison. File material indicates THOMAS and the inmate had been corresponding for four years. The intercepted letter was forwarded to law enforcement, because the letter referenced children being sexually assaulted and mentioned specific incidents where THOMAS abused the children. The letter also included other disturbing, graphic, sexually violent and homicidal fantasy scenarios. Law enforcement interviewed THOMAS and he admitted to having sexual contact with the victims. THOMAS participated in a psychosexual evaluation and sexual-history polygraph examination in which he disclosed numerous additional victims both male and female (infants to teenagers) that he had raped and molested from 1976 to 2004 as well as multiple instances of voyeurism; but he has not been arrested or adjudicated for these offenses, possibly due to the lack of specific information about the victims. THOMAS participated in the Sex Offender Treatment Program (SOTP) while incarcerated and complted the institutional phase of treatment. Due to his sexual criminal history, THOMAS has been classified a LEVEL 3 sex offender. |
