SUBMITTED BY: WOOD, THOMAS FHP5318A (AR11121660) THE DRIVER OF ANY VEHICLE INVOLVED IN A CRASH OCCURRING ON PUBLIC OR PRIVATE PROPERTY THAT RESULTS IN INJURY OF ANY PERSON MUST IMMEDIATELY STOP THE VEHICLE AT THE SCENE OF THE CRASH OR AS CLOSE THERETO AS POSSIBLE AND MUST REMAIN AT THE SCENE OF THE CRASH UNTIL HE OR SHE HAS FULFILLED THEIR REQUIREMENTS OF 316.062; AND THE DEFENDANT WAS PLACED ON PROBATION FOR TRAFFICKING IN STOLEN PROPERTY. HIS PROBATION COMMENCED ON 061311. THE DEFENDANT DID VIOLATE THE TERMS OF HIS PROBATION IN VIOLATION OF FLORIDA STATE STATUTE NUMBER 948.06, TO WIT: ARRESTED FOR A NEW LAW VIOLATION. DID, KNOWING HIS DRIVER'S LICENSE OR DRIVING PRIVILEGE HAD BEEN CANCELLED, SUSPENDED OR REVOKED, DRIVE A MOTOR VEHICLE UPON THE HIGHWAYS OF THIS STATE WHILE SUCH LICENSE OR PRIVILEGE WAS CANCELLED, IN VIOLATION OF FLORIDA STATE STATUTE 322.34(2)(A). ON 071011 AT APPROXIMATELY 0238 HOURS, I WAS DISPATCHED TO A CRASH WHICH OCCURRED AT NORTH BACKDOOR TERRACE AND NORTH HIGHLAND PARK DRIVE. THE CRASH OCCURRED AT APPROXIMATELY 0235 HOURS. I ARRIVED ON SCENE AT 0312 HOURS AND OBSERVED A RED DODGE CHARGER IN THE YARD OF 5899 PARK RIDGE WAY, WHICH WAS JUST SOUTH OF THE INTERSECTION OF NORTH BACKDOOR TERRACE AND NORTH HIGHLAND PARK DRIVE. THE VEHICLE HAD TRAVELLED THROUGH THE INTERSECTION, STRUCK TWO TREES AND CAME TO FINAL REST IN THE A YARD. I MADE CONTACT WITH THE PASSENGER OF THE VEHICLE, WHO WAS STILL ON SCENE, MS TONYA MARIE ARNETTE. SHE WAS THE REGISTERED OWNER OF THE VEHICLE. SHE STATED SOMEONE NAMED JONATHAN HAD BEEN DRIVING THE VEHICLE. THE DEPUTIES ON SCENE HAD LOCATED A NAME OF JONATHAN BIERMAN. THEY SHOWED HER A PHOTOGRAPH FROM "DAVID" AND SHE STATED HE WAS THE DRIVER. AS I WAS CONDUCTING MY CRASH INVESTIGATION, ONE OF THE DEPUTIES WENT TO MS ARNETTE'S RESIDENCE AND THE DEFENDANT, MR JONATHAN HAROLD BIERMAN, WHITE MALE DATE-OF-BIRTH 103079, TOLD THE DEPUTY HE WAS THE DRIVER AT THE CRASH. THE DEPUTY BROUGHT HIM BACK TO THE SCENE. I SPOKE WITH MR BIERMAN AND HE ADVISED ME THAT HE HAD LEFT THE SCENE BECAUSE HIS LICENSE WAS SUSPENDED AND HE WAS ON PROBATION AND DID NOT WANT TO GO BACK TO JAIL. MR BIERMAN HAD CUTS ON HIS LEFT ARM AND A BULGE ON HIS LEFT ARM. HE WAS TRANSPORTED BY NATURE COAST EMERGENCY MEDICAL SERVICES TO CITRUS MEMORIAL HOSPITAL TO BE CHECKED BY MEDICAL STAFF. ONE OF THE CITRUS COUNTY SHERIFF'S OFFICE DEPUTIES ON SCENE FOLLOWED THE AMBULANCE TO THE HOSPITAL AND A DEPUTY REMAINED WITH THE DEFENDANT UNTIL I COULD GET TO THE HOSPITAL. A CHECK OF DEFENDANT BIERMAN THROUGH NCIC/FCIC REVEALED THAT HIS DRIVER'S LICENSE WAS SUSPENDED ON 070511 INDEFINITELY FOR FAILURE TO PAY COURT FINANCIAL OBLIGATION. THE CHECK ALSO REVEALED THAT THE DEFENDANT WAS ON PROBATION OUT OF MARION COUNTY FOR TRAFFICKING IN STOLEN PROPERTY, CASE NUMBER U41518. I COMPLETED MY CRASH INVESTIGATION AND WENT TO THE HOSPITAL. WHEN THE MEDICAL STAFF AT CITRUS MEMORIAL HOSPITAL FINISHED TREATING THE DEFENDANT AND RELEASED HIM, I PLACED HIM UNDER ARREST AT APPROXIMATELY 0646 HOURS FOR VIOLATION OF PROBATION DUE TO A VIOLATION OF THE NO NEW LAW VIOLATION CONDITION. I ALSO CHARGED THE DEFENDANT WITH LEAVING THE SCENE OF A CRASH WITH INJURY DUE TO A CUT ON THE RIGHT FOOT OF THE PASSENGER. THE DEFENDANT WAS ISSUED FLORIDA UNIFORM TRAFFIC CITATION (FUTC) NUMBER 4266-SVK, FOR THAT VIOLATION. I ALSO CHARGED THE DEFENDANT WITH DRIVING WHILE LICENSE SUSPENDED OR REVOKED WITH KNOWLEDGE. THE DEFENDANT WAS ISSUED FUTC NUMBER 4265-SVK, FOR THAT VIOLATION. THE DEFENDANT WAS ALSO CITED FOR RUNNING A STOP SIGN. FLORIDA UNIFORM TRAFFIC CITATION NUMBER 4264-SVK WAS ISSUED FOR THAT VIOLATION. THE DEFENDANT WAS HANDCUFFED (DOUBLED LOCKED) IN FRONT AND PLACED IN THE REAR OF MY PATROL CAR AND TRANSPORTED TO THE CITRUS COUNTY DETENTION FACILITY. THE DEFENDANT BOND WAS SET AT $2,000.00 FOR LEAVING THE SCENE OF THE A TRAFFIC CRASH AND NO BOND ON THE VIOLATION OF PROBATION. BOND WAS SET AT $500.00 FOR DRIVING WHILE LICENSE SUSPENDED/REVOKED, WITH KNOWLEDGE. THIS INCIDENT OCCURRED IN CITRUS COUNTY.
