According to official documents Allen was found guilty by stipulated bench trial in Snohomish County Superior Court on 08/28/2003 of one count of Child Molestation in the First Degree. He was sentenced to 68 months to life in prison. This sentence was suspended and Allen was granted a Special Sex Offender Sentencing Alternative. He served six months in county jail and then participated in community based sex offender treatment. This conviction was the result of Allen sexually assaulting the known seven year old female victim while she was spending the night at his residence. Allen sexually assaulted the victim while they were watching cartoons together while everyone else in the house was asleep. His SOSSA sentence was revoked on 04/02/2004 and Allen then served his original sentence. The revocation was the result of Allen being terminated from his community based sex offender treatment, for prolonging contact with minors, and accessing and possessing pornography. It should be noted that while not convicted of any other sex offenses, Allen has admitted to a many sexual assaults of victims as young as two years old over an extended period of time since he was 12 years old. Allen completed sex offender treatment while in prison. Due to the structure of Allen's sentencing he is under the jurisdiction of the Indeterminate Sentence Review Board. He was found releasable on 01/14/2009. Allen will be on active supervision with the Washington State Department of Corrections, Everett Field Unit (425) 290-3200, for the rest of his life and will have the following conditions:
Curfew as directed by CCO
Don't date women or form relationships with families who have minor children, as directed by CCO.
Don't frequent areas where minor children are known to congregate, as defined by CCO.
Don't have direct or indirect contact with victim or victim's family members.
Don't initiate or prolong contact with minor children w/o the presence of an adult who is knowledgeable of the offense & has been approved by CCO.
Don't possess or access pornographic materials, as directed by CCO.
Don't possess or consume alcohol & don't frequent establishments where alcohol is the chief commodity for sale.
Don't possess or consume controlled substances unless you have a legally issued RX.
Don't remain overnight in a residence where minor children live or are spending the night.
Don't seek employment or volunteer positions which place you in contact with or control over minor children.
No internet access without approval of CCO and therapist
No possession of cameras without CCO and therapist approval
Obey all laws.
Participate & make progress in sexual deviancy treatment. Follow all conditions outlined in treatment contract. Don't change therapists w/o advanced permission of the sentencing Court.
Participate in offense related counseling programs, to include DOC sponsored offender groups, as directed by CCO.
Participate in substance abuse treatment as directed by CCO.
Participate in urinalysis, breathalyzer, plethysmograph & polygraph exams as directed by CCO, to ensure conditions of community custody.
Pay the costs of crime-related counseling & medical treatment required by victim.
Residence, living arrangements & employment must be approved by CCO.
Upon release from the Correctional Facility, you must report within one business day to your CCO, or any other person designated by DOC. Thereafter, you must report as directed
Upon release, you must enter and successfully complete the community phase of the DOC Sex Offender Treatment Program (SOTP) Phase III, or a comparable sex offender treatment program as approved by your CCO
You are prohibited from owning, possessing, receiving, shipping, or transporting a firearm, deadly weapon, ammunition or explosives
You may not leave the state of Washington without prior written permission from the ISRB and your supervising CCO.
You must consent to DOC home visits to monitor compliance with supervision. Home visits include access for the purpose of visual inspection of all areas of residence in which the offender lives or has exclusive/joint control/access
You must obey all laws and court orders, and abide by any special conditions imposed by the ISRB or any written instructions issued by a CCO
You must submit to a search of your person, residence, vehicle and/or possessions, when requested by a CCO |
