Commentaries: Comments According to official documents Allen was found guilty by stipulated bench trial in Snohomish County Superior Court on 08/28/2003 of one count of Child Molestation in the First Degree. He was sentenced to 68 months to life in prison. This sentence was suspended and Allen was granted a Special Sex Offender Sentencing Alternative. He served six months in county jail and then participated in community based sex offender treatment. This conviction was the result of Allen sexually assaulting the known seven year old female victim while she was spending the night at his residence. Allen sexually assaulted the victim while they were watching cartoons together while everyone else in the house was asleep. His SOSSA sentence was revoked on 04/02/2004 and Allen then served his original sentence. The revocation was the result of Allen being terminated from his community based sex offender treatment, for prolonging contact with minors, and accessing and possessing pornography. It should be noted that while not convicted of any other sex offenses, Allen has admitted to a many sexual assaults of victims as young as two years old over an extended period of time since he was 12 years old. Allen completed sex offender treatment while in prison. Due to the structure of Allen's sentencing he is under the jurisdiction of the Indeterminate Sentence Review Board. He was found releasable on 01/14/2009.
