| Comments: | Sex offenders have always lived in our communities; but it was not until passage of the community protection act of 1990 (which mandates sex offender registration) that law enforcement even knew where they were living. In many cases, law enforcement is not able to share that information with you. Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated. Further, such abuse could potentially end law enforcement's ability to do community notifications. We believe the only person who wins if community notification ends is the sex offender, since sex offenders drive their power through secrecy. According to Official documents McCoy pled guilty on 1-14-2009 to three counts of Indecent Liberties with forcible compulsion, three (3) counts. He was given a term of 66 months in prison. McCoy has sexual contact with a known 7 year old boy, while babysitting the victim. McCoy was the boyfriend of the victim's mother and had moved into the home about one (1) month before. McCoy convinced the mother to stagger shifts at work with him so that he could watch the children while she was at work. McCoy began treating the victim differently that the other children in the home. He bought the victim gifts, would undermine the mother's disciplining of the child. The mother was out for the evening and returned home to find McCoy and the victim in bed. She removed the child and called the police. McCoy was arrested after the police talk to the mother and victim. McCoy was in sex offender treatment at Twin Rivers correctional Center, but was transferred due to his disruptive behavior. McCoy is being supervised by the Marysville Office of the Department of Corrections. 360-658-2150 " Probation Conditions Shall not consume controlled substances except pursaunt to lawfully issued prescriptions. Shall not remain overnight in a residence where minor children live or are spending the night. Shall not access the internet or E-maial by electronic devices. Shall have no contact with minors. Shall not purchase, own, have in his possession or under his control any firearm or deadly weapon. Shall not possess or preuse pornographic materials. Shall have not direct or indirect contact with any victim. Shall not enter sex related business to include X-rated movies. Shall not date nor form relationships with families who have minor children. Shall not seek employment or volunteer position which place him in contact with or control over minor children. Shall not enter parks. playgrounds or schools. Shall enter into and successfully complete a sex offender treatment program. Shall not work at or be in places frequented by Minors. |
