SUBMITTED BY: WHITSEL, MICK FHP5671 (AR11122692) THE DRIVER OF ANY VEHICLE INVOLVED IN A CRASH RESULTING IN INJURY OR ATTENDED BY ANY PERSON, SHALL IMMEDIATELY STOP SUCH VEHICLE AT THE SCENE OF SUCH CRASH OR AS CLOSE THERETO AS POSSIBLE, AND SHALL, FORTHWITH RETURN TO AND IN EVERY EVENT SHALL REMAIN AT THE SCENE OF THE CRASH UNTIL HE/SHE HAD FULFILLED THE REQUIREMENTS OF FLORIDA STATE STATUTE 316.027(1)(A). ON 091011, I RESPONDED TO A TRAFFIC CRASH INVOLVING A BLACK HONDA PASSENGER CAR WITH A BICYCLIST. UPON MY ARRIVAL, I FOUND OUT THAT IT WAS A HIT AND RUN CRASH AND A BLACK HONDA HAD FLED THE SCENE. I SPOKE WITH THE BICYCLIST, MR CARL CARLSON, AND CARL ADVISED THAT HE AND HIS WIFE ALONG WITH A CHILD WERE ALL THREE RIDING THEIR BICYCLES NORTH BOUND ON HIGHWAY 19 ALONG THE WEST EDGE OF THE SOUTH BOUND LANE. CARL ADVISED THAT HE WAS RIDING ALONG THE OUTSIDE OF THE WHITE LINE OF THE ROAD AND HE SAW THE BLACK HONDA COMING SOUTH BOUND TOWARD HIM AND IT WAS VERY CLOSE COMING OVER THE WHITE LINE. HE ADVISED HIS SON WAS RIDING ON HIS LEFT SIDE AND HE PUSHED HIS SON OFF INTO THE GRASS. CARL ADVISED WHILE HE WAS PUSHING HIS SON OFF THE ROAD THE CAR STRUCK HIM ON HIS RIGHT SIDE AND HE FELL OFF HIS BICYCLE ONTO THE GROUND. I OBSERVED THAT THE RIGHT SIDE OF THE HANDLEBARS ON THE BICYCLE TO BE BENT ALONG WITH THE RIGHT FOOT PEDAL AND CRANK. CARL ADVISED HIS RIGHT LEG AND RIGHT HAND WERE INJURED BUT HE REFUSED TO GO TO THE HOSPITAL. CARL ADVISED AFTER HE GOT HIT THE BLACK HONDA PULLED OFF THE RIGHT SHOULDER NEXT TO CASTAWAYS BAR PARKING LOT AND A LADY GOT OUT. HE STATED SHE LOOKED AT HIM BUT QUICKLY GOT BACK IN THE CAR AND LEFT SOUTH BOUND. ON THE GROUND BESIDE CARL'S BICYCLE WAS THE PASSENGER SIDE OUTSIDE MIRROR BELONGING TO THE BLACK HONDA. WHILE I WAS ON THE SCENE, DISPATCH CALLED ME ON THE RADIO AND ADVISED ME THAT THE CITRUS COUNTY SHERIFF'S OFFICE (CCSO) HAD THE BLACK HONDA STOPPED AT THE WALGREEN'S PARKING LOT IN CRYSTAL RIVER. I RESPONDED TO THE WALGREENS AND MET WITH DEPUTY TRAVIS HAYNES, WHO ADVISED HE AND ANOTHER DEPUTY SAW THE "BOLO" FOR THE BLACK HONDA AND SPOTTED IT SOUTH BOUND ON HIGHWAY 19 COMING INTO CRYSTAL RIVER DRIVEN BY A WHITE FEMALE. A TRAFFIC STOP WAS MADE BY THE DEPUTIES AND THE BLACK HONDA PULLED INTO THE WALGREEN'S PARKING LOT. DEPUTY HAYNES ADVISED THAT HE MET WITH THE DRIVER, MS KATHLEEN MCDAVID, WHO IS ALSO THE OWNER OF THE VEHICLE. DEPUTY HAYNES ADVISED THAT HE EXPLAINED THE REASON FOR THE STOP AND NOTICED THAT THE PASSENGER SIDE MIRROR WAS MISSING FROM HER CAR. DEPUTY HAYNES TOLD ME THAT HE READ MS MCDAVID HER MIRANDA RIGHTS AND SHE AGREED TO TALK TO HIM. DEPUTY HAYNES ADVISED THAT AFTER TALKING TO MS MCDAVID FOR A COUPLE MINUTES, SHE FINALLY CONFESSED TO THE CRASH. SHE ADVISED SHE WAS SCARED AND JUST DID NOT KNOW WHAT TO DO. I TOOK THE MIRROR OUT OF MY PATROL VEHICLE, HELD IT UP TO THE BLACK HONDA, AND IT WAS IN FACT THE MIRROR THAT BELONGED TO THE CAR. I SHOWED THE MIRROR TO MS MCDAVID AND SHE ADVISED SHE WAS SORRYI THEN ADVISED MS MCDAVID SHE WAS UNDER ARREST FOR LEAVING THE . I THEN ADVISED MS MCDAVID SHE WAS UNDER ARREST FOR LEAVING THE SCENE OF A CRASH WITH INJURIES. SHE WAS PLACED IN HANDCUFFS BEHIND HER BACK. MS MCDAVID WAS VERY UPSET AND DID NOT WANT ME TO TAKE HER TO JAIL PLEADING WITH ME NOT TO TAKE HER TO THE JAIL AND NOT TO DO THIS TO HER. I WALKED MS MCDAVID OVER TO MY PATROL VEHICLE AND SAT HER DOWN IN THE BACK SEAT. MS MCDAVID'S FRIEND, MR WILLIAM RUBLING, WAS WAITING IN THE PARKING LOT AT THE WALGREEN'S AND MS MCDAVID GAVE PERMISSION TO MR RUBLING TO TAKE POSSESSION OF HER CELLULAR TELEPHONE AND HER VEHICLE. I THEN TRANSPORTED MS MCDAVID TO THE CITRUS COUNTY DETENTION FACILITY FOR BOOKING.
