| Comments: | Sex offenders have always lived in our communities; but it was not until passage of the community protection act of 1990 (which mandates sex offender registration) that law enforcement even knew where they were living. In many cases, law enforcement is not able to share that information with you. Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated. Further, such abuse could potentially end law enforcement's ability to do community notifications. We believe the only person who wins if community notification ends is the sex offender, since sex offenders drive their power through secrecy. According to official documents Kenneth P Klinger was found guilty by a Jury in King County Superior Court on 9-23-2009, one count of Depictions of Minors Engaged in Sexually Explicit Conduct. While on DOC Supervision and during a DOC polygraph Klinger showed deception which resulted in DOC CCO search of Klinger's residence which yielded 5 computers, which Klinger admitted there were 3 computers in the residence. Also located were pornographic videos which Klinger admitted belonged to him. A forensic search of one of the computers located images of pre-teen boys posing nude and performing sex acts. Klinger was ordered to serve 63 month confinement. On or about 4-2002 Klinger was convicted in Snohomish County Superior Court of Attempted Child Molestation 2nd Degree and Possession of Minors Engaged in Sexually Explicit Conduct. Klinger made sexual overtones to an Officer posing as a 13 year old boy in a chat room. Klinger made further contact with the Officer posing as the 13 year old and made arrangements to meet the 13 year old for sexual relations. Klinger admitted to having images of underage boys on his computer. In 1997 Klinger was found Guilty by Jury of Indecent Assault in Pennsylvania, Perry County. According to a Pennsylvania State Police Report Klinger met the victim at a church, Royal Rangers function Klinger was involved in. Indecent Assault took place with a un identified age male where Klinger undressed the male and himself and began touching and fondling the young male.
